SUBJECT:
Purchase one Bobcat Toolcat from Atlas Bobcat as a sole source in the amount of $69,634.00. Approval needed by January 31, 2014.
PURPOSE:
The purchase of one Bobcat Toolcat will ensure that Maintenance Services has at its disposal the necessary tools and equipment to maintain the Central Business District.
BACKGROUND:
The City of Aurora's Maintenance Services Division has been approved in the 2014 budget a replacement sidewalk machine. Currently Maintenance Services uses Jeep Wranglers, Trackless, and Toolcat for their daily operations. The Jeep Wrangler is no longer in production so it can only be purchased used and does not have the sweeper attachment. The Trackless is a very expensive piece of machinery and it is only used for the snow removal operation. The Bobcat Toolcat is used year round due to its versatility and the many attachments that are available. Additionally it has a base price of $44,194.00
DISCUSSION:
After researching the available sidewalk snow removal equipment it became apparent that the Bobcat Toolcat is the best equipment for sidewalk snow removal in Aurora's Central Business District. The Toolcat is very unique machine since it has two seats, all-wheel drive and four wheel steer, has a front loader capability, high flow hydraulics and a dump body. Additionally, it has a "Road Package' with all of the basic features of automobiles. This makes the Toolcat a versatile piece of equipment that is used year round.
Both the Aurora Transit and RT 59 Transit Centers use the Toolcats for year round operations. The purchase of another Toolcat will standardize our sidewalk machines. The Toolcat with Tier IV engine and options plus four attachments is quoted at $69,634.00.
In the 2014 budget, account 215-4430-418.66-30, there is $70,000.00 budgeted to purchase a replacement unit.
Atlas Bobcat is the sole Bobcat dealer in the Chicago area.
IMPACT STATEMENT:
The purchase of a Bobcat Toolcat will reduce the maintenance cost and increase the efficiency of the Maintenance Services Division in their daily duties.
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the purchase of one Bobcat Toolcat from Atlas Bobcat as a sole source in the amount of $69,634.00 for Maintenance Services.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Maintenance Services Division needs a new Bobcat Toolcat for year round maintenance of the Central Business District; and
WHEREAS, Atlas Bobcat, Schiller Park, Illinois has submitted a proposal in the amount of $69,634.00; and
WHEREAS, Atlas Bobcat is the sole Bobcat dealer in the Chicagoland area; and
WHEREAS, pursuant to Aurora Code of Ordinances Section 2-335(a)(3), the desired product is provided by only one source;
WHEREAS, the 2014 budget provides $70,000.00 for this in account 215-4430-418.66-30
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows :authorize the purchase a Bobcat Toolcat from Atlas Bobcat, Schiller Park, Illinois in the amount of $69,634.00 for the Maintenance Services Division does hereby further authorize its Purchasing Director to issue the necessary order to implement purchase of same.
