A Resolution Approving a Final Plan on Lot 2 of Kirkland Crossings Resubdivision of Lot 5, Located at 2957 Kirk Road, for a Vehicle Repair, Minor (2834) Use (Essential Automotive Services, LLC - 21-0964 / BA36/3-21.343-Fpn - SB - Ward 1)
PURPOSE:
The Petitioner, Essential Automotive Services, LLC, is requesting approval of a Final Pan for Lot 2 of Kirkland Crossings Resubdivision of Lot 5, for a Vehicle Repair, Minor (2834) use, which includes construction of a drive-through facility that provides convenient oil change and other minor vehicle services.
BACKGROUND:
The Subject Property is currently zoned B-2(C), Business District - General Retail with a Conditional Use Planned Development. The Subject Property is an approximately one (1) acre vacant lot that is located within the Commercial Parcel of the Dominicks development district. The Subject Property fronts on Kirk Road to the west, with a shared access drive to the east. The properties to the north and south are already developed.
The Petitioner is requesting approval of a Final Plan for Lot of Kirkland Crossings Resubdivision of Lot 5 for a Vehicle Repair, Minor (2834) use. The details of the request include construction of an approximately one thousand, four hundred (1,400) square foot building that will provide fully enclosed services to the vehicles. There are three (3) drive-through lanes for customers to pull their vehicles through and wait while the services are completed. Each of the drive-through lanes provide at least five (5) stacking spaces for customer vehicles, which is the City’s minimum requirement. Vehicles enter and exit the Subject Property via drive aisles along the northern and southern lot lines. Primary access to the Subject Property is from the eastern drive aisle. There are ten (10) parking spaces along the southern side of the drive-through lanes.
The Subject Property’s building exterior material will be constructed with a primarily CMU and EIFS material on the northernmost portion, with a standing seam roof. The main portion of the building is be approximately seventeen (17) feet tall. There is also a fully enclosed dumpster on the Subject Property’s eastern landscaped island. The monument sign that fronts on Kirk Road is designed to be of a masonry style that is consistent with the other signs in the development. The provided landscaping is designed to fully integrate the property into the surrounding, built-out development, while also providing some screening of the drive-through and trash enclosure.
DISCUSSION:
Staff has reviewed the Final Plan petition and have sent comments back to the Petitioner on those submittals. The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:
14.1 (5): To provide for the visual enhancement of the City through attractive landscaping,
quality signage and diverse building design and arrangement.
31.1 (3): To promote the development of commercial facilities in existing or planned
commercial areas.
31.1 (5): To promote the vitality of existing commercial centers within the commercial
hierarchy.
RECOMMENDATIONS:
Staff would recommend APPROVAL of the resolution approving a Final Plan on Lot 2 of Kirkland Crossings Resubdivision of Lot 5, located at 2957 Kirk Road, for a Vehicle Repair, Minor (2834) use.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, by petition dated November 18, 2021, Essential Automotive Services, LLC, filed with the City of Aurora a petition Requesting approval of a Final Plan for Kirkland Crossings Resubdivision of Lot 5, Lot 2, located at 2957 Kirk Road, east of Kirk Road and south of Mesa Lane, for a Vehicle Repair, Minor (2834) use and related required documents as attached hereto as Exhibit “A-1” through Exhibit “A-3”; and
WHEREAS, on January 12, 2021, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended APPROVAL of said petition; and
WHEREAS, the decision of the Building, Zoning and Economic Development Committee with respect to a final plan is subject to appeal to the City Council in the manner set forth in Chapter 34 of the Code of Ordinances, City of Aurora; and
WHEREAS, no person authorized under Chapter 34 of the Code of Ordinances, City of Aurora to appeal such decision having done so in the manner set forth in Chapter 34, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed final plan; and
NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning, and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan.
BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any easement dedications deemed necessary by the Aurora City Engineer.
