SUBJECT:

A resolution authorizing the Mayor and City Clerk to amend a Design Phase Engineering Agreement in the not-to-exceed amount of $14,800 and execute a Construction Phase Engineering Agreement in the not-to-exceed amount of $102,300 with Crawford, Murphy and Tilly, Inc.  This resolution will also authorize an Agency Agreement with the State of Illinois for the Rehabilitate Airfield Lighting Vault (ARR-4915) and Replace Vault Generator (ARR-5117) projects located at the Aurora Municipal Airport.

 

PURPOSE:

This resolution will approve a $14,800 amendment to a design phase agreement with Crawford, Murphy and Tilly, Inc. that was approved under resolution R24-053 on February 27 of last year.  This resolution will also authorize a construction phase engineering agreement in the not-to-exceed amount of $102,300 with Crawford, Murphy and Tilly, Inc.  The approval of this resolution will also authorize the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics securing State and Federal grant funds.

 

BACKGROUND:

The City of Aurora was awarded a grant for both projects with the total costs estimated to be approximately $1.3M.  Once State and Federal grant monies are applied, the City's share for these projects becomes $65,000.  Therefore, any project payments to Crawford, Murphy and Tilly, Inc. or other vendor totaling more than $65,000 will be returned to the City once the projects have been completed.

 

DISCUSSION:

The total project costs have been set aside under CIPs D052 and D057 in accounts 504-4454-433.73-99 and 504-4454-433.63-34 respectively.

 

IMPACT STATEMENT:

These two projects will have no adverse impacts to the City of Aurora and will reduce the ongoing cost of maintaining the airport infrastructure.

 

RECOMMENDATIONS:

We respectfully request that you forward these agreements to the Building, Zoning and Economic Development Committee for their review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns operates and maintains the Aurora Municipal Airport; and

 

WHEREAS, the City of Aurora had previously approved a design phase engineering agreement under resolution R24-053 for the Rehabilitate Airfield Lighting Vault and Replace Vault Generator projects; and

 

WHEREAS, due to unforeseen circumstances, additional design work in the amount of $14,800 was required; and

 

WHEREAS, the City of Aurora now desires to enter into a Construction Phase Engineering Agreement with Crawford, Murphy and Tilly, Inc., its aviation consultant in the not-to-exceed amount of $102,300; and

 

WHEREAS, the 2025 City budget provides funding for these projects under CIP D052 in account no. 504-4454-433.73-99 and CIP D057 in account no. 504-4454-433.63-34.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute a not-to-exceed amendment to the Design Phase Engineering Agreement in the amount of $14,800 and to also execute a not-to-exceed Construction Phase Engineering Agreement in the amount of $102,300 for the Rehabilitate Airfield Lighting Vault and Replace Vault Generator projects located at the Aurora Municipal Airport with Crawford, Murphy and Tilly, Inc.

 

BE IT ORDAINED, that the Mayor and City Clerk shall be and hereby are authorized to execute an Agency Agreement on behalf of the City with the State of Illinois, Department of Transportation, Division of Aeronautics for reimbursement for 95% of costs associated with  projects ARR-4915 and ARR-5117
