A resolution authorizing the Mayor and City Clerk to amend a Design Phase Engineering Agreement in the not-to-exceed amount of $6,000 and to amend a Construction Phase Engineering Agreement in the not-to-exceed amount of $10,100 for the Rehabilitate Airfield Lighting Vault (ARR-4915) and Replace Vault Generator (ARR-5117) projects located at the Aurora Municipal Airport.
PURPOSE:
This resolution will approve a $6,000 second amendment to a design phase engineering agreement with the City's aviation consultant Crawford, Murphy and Tilly, Inc. approved under resolutions R24-053 and R25-052. The proposed resolution will also approve an amendment to a construction phase engineering agreement in the amount of $10,100 with Crawford, Murphy and Tilly, Inc.
BACKGROUND:
The reason for these amendments arises from a rebidding of these projects by the State Division of Aeronautics. The original bid date was November 8, 2024 and the low bidder was Hecker and Company. Since the State was unable to provide a contract to Hecker within the prescribed 90 day period, the project was rebid on September 19 of this year. Again, Hecker prevailed as the low bidder.
The amendments and their associated dollar amounts have been approved by the Illinois Department of Transportation, Division of Aeronautics and are based on the increase in hourly rates over this period.
As stated in prior documents for these projects. The total estimated cost for both projects is estimated to be $1.3M. Once State and Federal grants have been applied, the City's share for both projects is $65,000. Any payments made by the City over this amount will be reimbursed back to the City after completion of these projects.
DISCUSSION:
The total project costs have been set aside under CIPs D052 and D057 in accounts 504-4454-433.73-99 and 504-4454-433.63-34 respectively.
IMPACT STATEMENT:
These two projects and amendments will have no adverse impact to the City of Aurora.
RECOMMENDATIONS:
We respectfully request that you forward these agreements to the Building, Zoning and Economic Development Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns operates and maintains the Aurora Municipal Airport: and
WHEREAS, the City of Aurora had previously approved a Design Phase Engineering Agreement amendment and Construction Phase Engineering Agreement with Crawford, Murphy and Tilly, Inc. under resolutions R24-053 and R25-052 for the Rehabilitate Airfield Lighting Vault and Replace Generator projects; and
WHEREAS, due to the rebidding of the Rehabilitate Airfield Lighting Vault (ARR-4915) and Replace Vault Generator (ARR-5117) projects, additional design and construction costs were incurred; and
WHEREAS, the 2025 City budget provides funding for these projects under CIP D052 in account no. 504-4454-433.73-99 and CIP D057 in account no. 504-4454-433.63-34.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to amend a Design Phase Engineering Agreement in the not-to-exceed amount of $6,000 and to amend a Construction Phase Engineering Agreement in the not-to-exceed amount of $10,100 with Crawford, Murphy and Tilly, Inc. for the Rehabilitate Airfield Lighting Vault (ARR-4915) and Replace Vault Generator (ARR-5117) projects located at the Aurora Municipal Airport.
