SUBJECT:

A Resolution Authorizing the Purchase of Updated SCADA System Software for the Water Production Division

 

PURPOSE:

To obtain City Council authorization for the purchase of the updated Intellution / iFix software platform for the Supervisory, Control, and Data Acquisition (SCADA) system from GE Intelligent Platforms, Inc. / Gray Matter Systems, Richmond, VA, for the Water Production Division (WPD).

 

BACKGROUND:

The daily control of the water treatment plant and the associated 20+ remote sites is constantly managed by the WPD via the existing SCADA system.  The system software was last updated in 2009 when the Operator Control Room and computer servers were all refurbished together.  Since that time, the computer servers have outlived their warranty and the MIS Division has recommended that they be replaced (to be accomplished separately).  Since the computer servers will be replaced and the SCADA software will need to be reinstalled on the new servers, it is a logical time to update the SCADA software to the current, up-to-date version.

 

 

DISCUSSION:

The currently used SCADA system software is several generations out of date.  Renewing the software to the most recent version ensures proper functioning and the highest level of security with the operating system to be installed on the replacement computer servers. 

 

The attached quote was received from GE Intelligent Platforms, Inc. / Gray Matter Systems, who is the only known supplier of the Intellution/iFix software. 

 

Funding was made available as a 2017 Decision Package - Replace Outdated SCADA System Servers and Software and funds are available in the 2017 City Budget in Account No. 510-4058-511-64-12.

 

 

IMPACT STATEMENT:

The SCADA system software will need to be upgraded at some point in the near future.  The software must be reinstalled and integrated on the new computer servers, so not upgrading the software at the current time would be inefficient.

 

RECOMMENDATIONS:

That a resolution authorizing award of a sole source purchase order, via City Code section 2-335 (a) (3), to GE Intelligent Platforms, Inc. / Gray Matter Systems in the total amount of $36,000.00 for the purchase of the updated Intellution / iFix software platform be approved by the Mayor and City Council.  It is further recommended that this matter be submitted to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the daily control of the water treatment plant and the associated 20+ remote sites is constantly managed by the WPD via the SCADA system software which was last updated in 2009; and

 

WHEREAS, the MIS Division is recommending replacement of the out of warranty SCADA computer servers (under separate request), and thus it is a logical time to update the SCADA software to the current, up-to-date version; and

 

WHEREAS, a proposal has been received from GE Intelligent Platforms, Inc. / Gray Matter Systems to provide the proprietary software; and

 

WHEREAS, in accordance with City of Aurora Code of Ordinances, Section 2-335 (a) (3), the product or service desired is only provided by one (1) source; and

 

WHEREAS, budgetary authority is granted and funds are available for this work in the 2017 City Budget in Account No. 510-4058-511-64-12;

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that its Purchasing Director be and is hereby authorized to issue purchase orders to GE Intelligent Platforms, Inc. / Gray Matter Systems for the purchase of updated SCADA system software platform for the not to exceed lump sum amount of $36,000.00.
