Seeking authorization to purchase 15 replacement vehicles from the Illinois Department of Central Management Services or/and the Suburban Purchasing Cooperative in an amount not to exceed $400,000.
PURPOSE:
To replace automobiles and light duty trucks that have met the replacement criteria in the respective class of vehicle.
BACKGROUND:
The City of Aurora participates in both the Illinois Department of Central Management Services Master Contracts and the Suburban Purchasing Cooperative for the purchase of replacement and additional vehicles. Both of these purchasing programs bid vehicles for purchase thus we can forego the bidding process.
DISCUSSION:
This is a request for the authority to purchase 15 replacement vehicles in the amount not to exceed $400,000.00 that have been approved in the 2014 City of Aurora budget. All of these vehicles that are listed on the attached spreadsheet are available through the Illinois Department of Central Management Services Master Contracts and/or the Suburban Purchasing Cooperative programs, which the City of Aurora participates. The replacement vehicles on the request represent the automobiles and light duty trucks that have been approved for replacement in 2014.
The attached spreadsheet is sorted by fund and it cross-references the 2014 Replacement Request ID Number, department/division with the number of units approved, vehicle type, budgeted cost, and it includes the account numbers.
IMPACT STATEMENT:
The purchase of these vehicles will reduce the maintenance costs in the respective divisions and improve the reliability of the fleet.
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the purchase of 15 vehicles in the amount of $400,000.00 from the Illinois Department of Central Management Services Master Contracts and/or the Suburban Purchasing Cooperative.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the State of Illinois has entered into contracts with various vehicle and equipment dealers throughout Illinois based on a statewide bidding procedure; and
WHEREAS, the City of Aurora is a member of the DuPuge Mayors & Managers Conference jointly sponsoring the Suburban Purchasing Cooperative Program; and
WHEREAS, under the said agreements, the City of Aurora may purchase vehicles and equipment under terms established by the programs; and
WHEREAS, the City of Aurora desires to replace certain old vehicles with new vehicles for Neighborhood Standards, Fire, Building & Permits, Engineering, Water Production, Water Billing, Water & Sewer, and RT 59 Transit Divisions per attached spreadsheet; and
WHEREAS, 2014 City Budget provides adequate funds for each of the Divisions for the approved replacement vehicles)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows :authorizes the Director of Purchasing to procure fifteen (15) vehicles in the estimated amount not to exceed $400,000.00 under the Illinois Joint Purchasing Act or the Suburban Purchasing Cooperative Program for the various Divisions.
