SUBJECT:
A Resolution Awarding Mark It Striping the Low Bid for the Benton Street and Frontenac Street Bikeway Project.  
 
PURPOSE:
To Award the low bid to Mark It Striping for the 2014 Bike and Pedestrian Plan Improvements which include Benton Street and Frontenac Street.
 
BACKGROUND:
The two corridors being improved were identified in the Bike and Pedestrian Plan adopted by Council.
 
The Frontenac Street improvement will include on street bike lanes that will provide connectivity between the DuPage County 75th Street Bike Path corridor at US Route 34 and continue north to connect with the City of Aurora New York Street bike path corridor.  The Frontenac project was expedited to provide a dual purpose to include a traffic calming effect on Frontenac for the anticipated impact of the Ogden Overpass project.
 
The Benton Street improvements include on street routing and markings from Farnsworth Avenue to Lincoln Avenue and will utilize the existing one way coupling of both Downer Place and Benton Street.
 
Staff worked with the Illinois League of Bicyclist to provide these corridors.
 
DISCUSSION:
The low bid for the two corridors was from Mark It Striping in the amount of $90,023.85.  A bid tab is attached. The 2014 City of Aurora Budget provides funding thru the following project code: GB 119 Neighborhood Street improvements 340 4460 431 73 91.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City desires bikeway improvements for the Frontenac Street and Benton Street Corridors; and
 
WHEREAS, the City of Aurora 2014 Budget appropriates funding in the following account: GB 119 Neighborhood Street improvements; 340 4460 431 73 91; $90,023.85.
 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Awards Mark It Striping the Low Bid for the Benton Street and Frontenac Street Bikeway Project in the Amount of $90,023.85.
