A Resolution authorizing the purchase of three replacement heavy duty dump trucks from Rush Truck Centers, Springfield, Illinois under the Illinois Department of Central Management Services Contract in an amount not to exceed $370,000  
 
PURPOSE:
To replace three heavy duty dump trucks that have met the replacement criteria for the respective class of trucks.
 
BACKGROUND:
The City of Aurora participates in the Illinois Department of Central Management Services Master Contracts (CMS) for the purchase of replacement vehicles.  This Illinois State purchasing program bids vehicles for purchase thus we can forego the bidding process.
 
Rush Truck Centers located at 401 S Dirksen Pkwy, Springfield, Illinois, is the approved CMS dealer for the purchase of new heavy duty International trucks.
 
DISCUSSION:
Street Maintenance Division has been approved to replace one single and one tandem axle heavy duty dump truck both will be used as front line trucks in the snow operation.  These two trucks will cost $247,667 (see attached Rush Truck proposals).  In account 215-4460-431.7510 there is $320,000 to fund the purchase of these two dump trucks including plows (plows will be ordered at a later date).
 
Park Maintenance Division has been approved to replace one single axle heavy duty dump truck that will also be used as front line truck in the snow operation.  This dump truck will cost $111,631 (see attached Rush Truck proposal).  In account 215-4440-451.7510 there is $146,000 to fund the purchase of one heavy duty dump truck including a plow (plow will be ordered at a later date).
 
The total proposal from Rush is $359,298 for the three trucks however during pre-delivery inspections of the trucks there can be add-ons that can increase the cost so a contingency in the amount of $10,702 has been included in this request for a total of $370,000.00.
 
IMPACT STATEMENT:
The purchase of these three heavy duty dump trucks will reduce the maintenance costs in the respective divisions plus improve the reliability of the heavy duty truck fleet.
 
RECOMMENDATIONS:
That the City Council adopts a resolution authorizing the purchase of three replacement heavy duty dump trucks from Rush Truck Centers, Springfield, Illinois under the Illinois Department of Central Management Services Contract in an amount not to exceed $370,000.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Illinois Department of Central Management Services has entered into contracts with various truck dealers throughout Illinois based on a statewide bidding procedure; and
 
WHEREAS, under the said agreements the City of Aurora may purchase vehicles and equipment under terms established by the programs; and
 
WHEREAS, The City of Aurora desires to replace certain old dump trucks with new dump trucks for Street and Park Maintenance Divisions; and
 
WHEREAS, the 2014 City Budget provides adequate funds for both Divisions for the replacement dump trucks in accounts 215-4460-431.7510 and 215-4440-451.7510.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorizes the Director of Purchasing to procure three heavy duty dump trucks in the amount not to exceed $370,000.00 from Rush Truck Centers under the Illinois Joint Purchasing Act.
