A Resolution Amending the Airport Advisory Board By-Laws.
PURPOSE:
The purpose of this resolution is to update the By-Laws of the Airport Advisory Board.
BACKGROUND:
The Airport Advisory Board, at its regularly scheduled board meeting held on February 11, 2019 approved revisions to their by-laws. Pursuant to their current by-laws, any amendments to the Airport Advisory Board by-laws are subject to the approval by the director in charge of the airport and the City Council.
DISCUSSION:
A redlined version of the amended by-laws is attached. The impetus for this revision was to incorporate the provisions of the Illinois Open Meetings Act as well as provide general document clarity. This by-law change also reduces the number of Advisory Board voting members from 12 to 9. Currently, there are only 7 board members on the Advisory Board.
IMPACT STATEMENT:
Approval of this resolution will have no impact to City operations or to the general public.
RECOMMENDATIONS:
The Airport Advisory Board respectfully requests a favorable recommendation of approval to the full City Council.

A Resolution Amending the Aurora Municipal Airport Advisory Board By-Laws.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora owns operates and maintains the Aurora Municipal Airport; and
WHEREAS, the Aurora Municipal Airport Advisory Board has made amendments to its By-Laws; and
WHEREAS, said amendments are required to be adopted by City Council to be in full force and effect.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Aurora Municipal Airport Advisory Board By-Laws as amended be hereby adopted.
