A Resolution Authorizing the Acceptance of Bid Pricing from Contractors for Snow and Ice Control Services and Supplemental Snow Removal Services for a two year contract with optional two one year extensions for the Division of Street Maintenance.
PURPOSE:
To obtain City Council approval to accept bids from various contractors for snow and ice control services and supplemental snow removal services for public roadways through the 2024 winter season.
BACKGROUND:
For more than two decades, the Street Division has contracted snow and ice control services and supplemental snow removal services. To maintain the high level of service of past years, contracting outside services for snow operations is necessary to augment City crews.
DISCUSSION:
The City solicited request for proposal for "Snow and Ice Control Services" (RFP 20-31) for contractors who will be assigned a snow route(s) and are required to respond in the same manner as City crews during snow and ice control operations. "Supplemental Snow Removal Services" (RFP 20-30) to augment our snow plowing operation in residential areas during heavier snow storms. All contractors who submitted bids have a positive on going working relationship with the City. As a result we are recommending all of the contractors listed on the bid tabulation for RFP-20-30 and 20-31. Routes for each contractor are based on each contractors equipment and capabilities.
Since these were Request for Proposals, local preference does not apply.
The 2020 Street Division budget has $505,153 remaining in account 101-4460-431-36.01 and will continue to appropriate funds for the remaining years of the service.
IMPACT STATEMENT:
Without the use of private contractors the clearing of snow and ice from public streets would be severely impacted and the timeliness of snow removal operations would be delayed.
RECOMMENDATIONS:
The City Council approve the acceptance of bids from contractors for Snow and Ice Control Services (RFP 20-31) and Supplemental Snow and Ice Control Services (RFP-20-30) for a two year contract with optional two additional one year extensions for the Division of Street Maintenance.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the current contract with various contractors for Snow and Ice Control Services and supplemental snow removal services expired in Spring of 2020; and
WHEREAS, Request for Proposal 20-30 and 20-31 was advertised, bids received and publically opened for Snow and Ice Control Services and Supplemental Snow Removal Services; and
WHEREAS, all contractors listed on the bid tabulation for Request for Proposals 20-30 and 20-31 are being recommended; and
WHEREAS, The contracts will be for two years with two one-year extensions possible based on mutual agreement between the contractor and City of Aurora, for which the Director of Purchasing shall have the authority to take any and all steps necessary to execute and implement the extensions stated in the contract without further approval required by City Council; and
WHEREAS, the 2020 Street Division budget has $505,153 remaining in account 101-4460-431-36.01 and will continue to appropriate funds for the remaining years; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Approve the bid proposals from various contractors for "Snow and Ice Control Services" and Supplemental Snow Removal Services for the Division of Street Maintenance and does further authorize the Director of Purchasing to issue the necessary orders to implement purchase of the same.
