Request a resolution to have the Mayor enter into an agreement with the Illinois Emergency Management Agency (IEMA) for the purposes of the Emergency Management Performance Grant (EMPG).
PURPOSE:
The City of Aurora Emergency Management Agency has been receiving funds from this grant since 2009. The city is reimbursed for a percentage of expenditures for the purposes of operating the Emergency Management Office.
BACKGROUND:
The City of Aurora has been a benefactor from this grant since 2009. This resolution is requesting this agreement to receive this year's funds and to allow the Mayor to execute future grant agreements relating to the EMPG grant so long as any such future agreements are substantively consistent with the present agreement.
DISCUSSION:
This reimbursement of funds from the EMPG grant when received are deposited in the City of Aurora General Fund.
IMPACT STATEMENT:
The EMPG Grant helps offset the operation of the Aurora Emergency Management Agency.
RECOMMENDATIONS:
I recommend approval of the Finance Committee and or City Council approve the resolution to allow the Mayor to enter into an agreement with the Illinois Emergency Management Agency (IEMA) to receive funds from the EMPG and to execute future grant agreements.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora Emergency Management Agency has been participating in the Illinois Emergency Management Agency Emergency Management Performance Grant since 2009; and
WHEREAS, the City of Aurora is reimbursed in the areas of personnel and benefits, travel, organizational, equipment, and additional expenses; and
WHEREAS, the City of Aurora desires to receive the grant funds into account #101-3038-331.15-20 and expended from account #101-3038-429.10-01.
WHEREAS, the City Council is being requested to authorize the Mayor to execute future grant agreements, so long as any such agreements are substantively consistent with the present agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council of the City of Aurora, Illinois, hereby approves and authorizes the Mayor to execute an Agreement with Illinois Emergency Management Agency to receive grant funds in the amount of $53,831.25 for reimbursement of certain expenditures in the areas of personnel and benefits, travel, organizational, equipment, and additional expenses. The City Council hereby further authorizes the Mayor to execute future grant agreements.
