SUBJECT:

A resolution to allow the Director of Procurement to execute a contract with Superior Excavating Co., P.O. Box 575, Channahon IL, 60410 in the amount of $108,112.50 for the Sperry Court Water Main Replacement project in Ward 3.  See the attached Exhibit A for a location map. 

 

PURPOSE:

To execute a contract with Superior Excavating to provide for the completion of the improvements at this location, consisting of the installation of 370 feet of new water main.  

 

BACKGROUND:

The water main size needs to be increased to correct pressure inadequacies on this line; doing so will ensure that fire flow demands can be met in the case of an emergency.  During routine inspection this dead end 4" line was found to be insufficient in meeting potential demand, therefore replacement is required.  This project was advertised publicly and the bids were received, opened and read aloud on March 29th, 2017.  A copy of the advertisement is included as Exhibit B.  Six qualifying bids were received, a tabulation of which is included as Exhibit C.  A copy of the low bid from Superior Excavating is included as Exhibit D.

 

DISCUSSION:

This project will benefit the nearby residents in case an emergency requires that this line be used for fire suppression.  The project is budgeted for in 2017 in account 510-4058-511-7302.   The low bidder, Superior Excavating, has successfully completed similar projects for the City in the past.

 

IMPACT STATEMENT:

During construction, Sperry Court will be inaccessible during the day; residents will need to park on adjacent streets during working hours, but will be allowed access after 5 p.m. every day, unless concrete cure times for curb replacement require a longer loss of access.  Minor inconveniences due to water shut downs are also to be expected; residents will be notified in advance of any shutdowns, which are generally limited to only a few hours during the day. 

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the water main at Sperry Court is undersized and is unable to meet fire flow demands; and

 

WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and

 

WHEREAS, six conforming bids were received and read aloud on March 29, 2017, with Superior Excavating Co, P.O. Box 575, Channahon, IL 60410, submitting the lowest responsible bid in the amount of $108,112.50; and

 

WHEREAS, the 2017 budget includes this project in account number 510-4058-511-7302.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the contract with Superior Excavating, Co., in the amount of $108,112.50 for the Sperry Court Water Main Replacement project is hereby approved.
