SUBJECT:

A resolution authorizing the Director of Purchasing to sign the sub-agreement with Koloni Inc., as the City of Aurora's bike share program vendor.

 

PURPOSE:

To enter into a sub-agreement with Koloni Inc., the vendor selected by Kane County for a regional bike share system, for which the City was a partner through a Memorandum of Understanding (R19-252).

 

BACKGROUND:

The City of Aurora along with other cities and villages including Elgin, South Elgin, McHenry, Algonquin, and Naperville, had received an LTA grant (Local technical assistance) from CMAP (Chicago Metropolitan Agency for Planning) to help assist with the Regional Active Mobility Program (RAMP) with various components that consisted of a bike share system, way finding signage and tourism.

Due to the regional nature of the program, the Kane County Division of Transportation acted as the lead agency for the development of the bike share system and surveyed various communities to gauge their interest in participating in the program. 

KDOT advertised a request for proposals (RFP) for the regional bike share system in September 2019.  Koloni, Inc. was the only company to submit a proposal; Koloni provided a presentation about their proposal to the County and any communities that elected to attend.

 

Based on the interview and presentation, KDOT selected Koloni Inc. to be the vendor for the regional bike share system; the draft agreement between County and Koloni is attached.  Each municipality that elects to take part in the regional bike share will also be required to execute a sub-agreement with Koloni.

 

DISCUSSION:

Staff recommends entering into the sub-agreement with Koloni and starting with 10 bikes to be placed at key locations throughout the City.  Staff worked with the Bicycle, Pedestrian and Transit committee to identify the locations where the bikes will be located (City Hall, the Aurora Library, the ATC and the Route 59 Station).  There will be 2-3 bikes at each location, depending on expected ridership; this can be modified as needed and additional bikes and parking locations can be added in the future based on demand.

 

Unlike the previous City bike share system, Koloni uses a smartphone mobile phone application to lock and unlock bikes, therefore special bike racks are no longer needed. Users do not need to return the bikes to the original location and can dock them at any bike rack, provided the racks are located within the service zones identified on the phone app.  As Aurora is guaranteed 10 bikes, any bike that is taken from Aurora and docked in a service zone in another town will be returned to the City within 48 hours.  Similarly, if Aurora has more than 10 bikes at any time, those will be picked up within 48 hours and returned to the proper community.  This system ensures that participants always have the correct number of bikes, but also encourages regional use.  This bike balancing feature of the program is included in the annual price per bike.  The attached exhibits show the potential zones within the City where bikes can be docked upon completion of a rental.  

 

Koloni offers various models, including electric options, however at this time the program will only include 10 standard pedal bikes, at a contract cost of $1,500 annually per bike.  This cost covers all aspects of the program, including on-going maintenance.  Based on usage, the City will have the ability to add additional bikes or service zones. 

 

Kane County has come up with standard rates per ride ($4 per ride per hour) for the entire regional bike share system to keep it consistent across the region. The memberships offered to the riders are daily ($7), monthly ($10) and annually ($50).

 

The contract with Koloni will be for two years, with an option to extend to a third year.     

 

The City budgeted for a bike share program in 2020 as follows:

RECOMMENDATIONS:

Staff recommends approving a resolution for the sub-agreement with Koloni Inc. for the hybrid bike share system.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora desires to continue to have the bike share system operational within the City; and

 

WHEREAS, the City along with other neighboring communities were awarded the Local Technical Assistance program from CMAP for the Regional Active Mobility Program (RAMP) with initiatives related to Bike Sharing, of which Kane County Division of Transportation has taken the lead for the Region wide bike share system; and

 

WHEREAS, the City desires to be a part of Kane County's region wide bike share system and has signed a memorandum of understanding with Kane County in August 2019; and

 

WHEREAS, Kane County has chosen Koloni Inc. as their vendor based on their response to Kane County's request for proposal and Kane County is in the process of executing a master agreement with Koloni Inc.; and

 

WHEREAS, the City will execute a sub-agreement with Koloni, Inc. (based off the Kane County's Master Agreement) with Koloni Inc. (draft master agreement attached, with sub-agreement as Exhibit 2) in order to initiate the hybrid bike share system in the City; and

 

 

WHEREAS, the FY 2020 Fiscal Budget provides funds through the following account:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is authorized to execute the sub-agreement with Koloni Inc. for City of Aurora's Bike Share Program at a not to exceed amount of $15,000 for fiscal year 2020 and 2021.

 

BE IT FURTHER RESOLVED that the Director of Purchasing is hereby authorized to sign any other related documents as required to complete the initialization of said bike share program.
