A resolution to award the W. Galena Boulevard Water Main Lining & Replacement project to IHC Construction Companies, LLC, 1500 Executive Drive, Elgin, IL 60123 located in Ward 5.
PURPOSE:
To line or replace the 12" water main along W. Galena Boulevard between Orchard Road and N. Edgelawn Drive. This water main has broken multiple times over the last several years.
BACKGROUND:
The location of this water main to be lined or replaced can be seen in the attached Exhibit A - Location Map. This water main has broken multiple times over the last several years and the water main was found to be in a fragile condition. Closures of entrances to the businesses and water shutdowns will be kept to a minimum during construction.
DISCUSSION:
Two bids were received, opened, and read aloud on May 31, 2019. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $1,995,000.00 was submitted by IHC Construction Companies, LLC. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2019 budget amount of $3,300,000.00. The majority of the 2019 budget for this account will be taken up by this project, the Tollview water main replacement ($355,000) which is nearly complete, the previous completion of last year's Fox Valley Center Drive water main replacement ($100,000) and the approval of the Indian Trial water main replacement ($403,000). Also included as Exhibits B & D are the advertisement for bid and IHC Construction Companies, LLC's submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be eastbound lane closures of W. Galena Boulevard during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses to minimize impact. Impacts to traffic and local businesses will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main lining & replacement will address water main along W. Galena Boulevard which has a history of breaks;
WHEREAS, IHC Construction Companies, LLC submitted the lowest responsible bid out of two bids received, opened and read aloud on May 31, 2019;
WHEREAS, the water main improvements have been funded in the 2019 budget within account 510-4058-511-73-02 ($3,300,00.00, IC076).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with IHC Construction Companies, LLC, 1500 Executive Drive, Elgin, IL 60123 in the amount of one million, nine hundred ninety-five thousand dollars and zero cents ($1,995,000.00).
