A resolution authorizing the Mayor and City Clerk to execute an agreement with H.R. Greene, Inc., 8 E. Galena Blvd. Suite 305, Aurora, IL for Engineering Services for the Indian Trail Road (Orchard Road to Edgelawn Drive) Resurfacing Project, MFT Section # 15-00305-00-RS, and the City Clerk to sign the associated Motor Fuel Tax Resolution.
PURPOSE:
To prepare plans, specifications, and estimates for a state letting to complete resurfacing improvements on Indian Trail Road in accordance with IDOT Local Agency Functional Overlay (LAFO) guidelines.
BACKGROUND:
The City of Aurora submitted this project for the Local Agency Functional Overlay (LAFO) Program through the Kane, Kendall Council of Mayors. The project was ranked high on the list and STP funds have been appropriated for construction and construction engineering at a 70/30 cost split.
DISCUSSION:
The LAFO program requires the local agency to fully fund the design engineering. This is the reason for this resolution. The Engineering Services agreement is for an amount not to exceed $22,000.00. Plans and specifications will be prepared for IDOT review and approval under this agreement. We are targeting a July 31, 2015 letting date for this project. The estimated construction cost is $420,000.00 of which 70% will be funded by the LAFO program through IDOT. The 2015 City Budget provides funding for this item in Account 203-4460-431.76-09 (Motor Fuel Tax Fund).
IMPACT STATEMENT:
No impact to roadway traffic in this design phase.
RECOMMENDATIONS:
Please forward this resolution to the Finance Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary to prepare plans, specifications, and estimates for this project; and
WHEREAS, there is a need for an engineering agreement with H.R. Greene, Inc. to prepare said plans, specifications, and estimates for a total cost not to exceed $22,000.00 a copy of which agreement is attached hereto and incorporated herein as Exhibit 'A', and
WHEREAS, there is a need to appropriate Motor Fuel Tax funds for this agreement in the amount of $22,000, a copy of which resolution is attached hereto and incorporated herein as Exhibit 'B', and
WHEREAS, the 2015 City Budget provides funds for this item in account no. 203-4460-431.76-09 (Motor Fuel Tax Fund).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to execute the Engineering Agreement as set forth in Exhibit 'A' and the City Clerk is hereby authorized to sign the Resolution for Improvement by Municipality Under the Illinois Highway Code as set forth in Exhibit 'B'.
