Requesting the approval of Mansfield Oil Company for the unleaded gasoline and diesel fuel order purchases.
PURPOSE:
To provide the gasoline and fuel for the City of Aurora's motorized vehicular fleet
BACKGROUND:
The City of Aurora has participated in the Kane County solicitation for gasoline and diesel products for the last 17 years. The Kane County Sheriff's Office, Department of Transportation, Forest Preserve and the City of Aurora participate in this bid.
Annually the City of Aurora purchases approximately 490,000 gallons of petroleum products. In 2015, Equipment Services purchased $795,646.46 for the City's Central Garage Fueling Station located at 720 N. Broadway.
DISCUSSION:
The bid results are based on the Oil Price Information Service (OPIS) low for Chicago, IL plus vendor markup. This year Kane County received bids from seven different vendors and Mansfield Oil Company, located in Gainesville, Georgia was the low bidder for both the gasoline and diesel products. Their bid for gasoline was a $0.0106/gallon deduction from the daily OPIS price and for diesel was a $0.0022/gallon markup to the daily OPIS price.
The Kane County Contract starts on December 1, 2016 through November 30, 2017.
Account 120-4431-418-6240 has funds reserved for the purchase of petroleum products.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora has participated in the Kane County solicitation for gasoline and diesel products for the last 17 years, and
WHEREAS, Mansfield Oil Company, located in Gainesville, Georgia was the low bidder for both the gasoline and diesel products. Their bid for gasoline was a $0.0106 deduction from the daily Oil Price Information Service (OPIS) low for Chicago, IL price and for diesel was a $0.0022 markup, and
