Recommendation to purchase a 2017 Mercury Thermoplastic Striper Trailer from M-B Companies for the Street Maintenance Division in the amount not to exceed $80,000.00.
PURPOSE:
To purchase one thermoplastic trailer that has been approved in the 2017 vehicle/equipment replacement budget.
BACKGROUND:
The Street Division currently uses a 1984 model year single kettle thermoplastic trailer unit #48-389. Thermoplastic is a heat activated pavement marking material that lasts considerably longer than paint markings. The application of this thermoplastic material requires the melting in heat activated kettles. One advantage of this new unit is it's a two kettle system which will allow both white and yellow striping material to be melted and applied simultaneously. Additionally, this unit has more efficient burners which will melt thermoplastic material faster than our current unit which will improve efficiency by increasing the amount of material that can applied in a normal work day.
The 2017 Mercury Thermoplastic Striper Trailer is on the National Joint Powers Alliance ("NJPA"), Contract #113012-MBC, thus the City can forego duplicating the bidding process. NJPA provides national cooperative contract purchasing solutions for member agencies which include all government, education and non-profit agencies. These cooperative contracts offer both time and money savings for their members by consolidating the efforts of numerous individually prepared solicitations to one national, cooperatively shared process.
DISCUSSION:
M-B Companies, located at 79 Montgomery Street, Montgomery, PA, is the approve manufacturer of this specialized equipment.
The funds to purchase this thermoplastic trailer are reserved in account 340-4460-431-75-10.
IMPACT STATEMENT:
The purchase of a 2017 Mercury Thermoplastic Striper Trailer will increase the efficiency of applying pavement markings for the Street Maintenance Division plus reduce the equipment maintenance and repair costs.
RECOMMENDATIONS:
That the City Council adopt a resolution authorizing the purchase of a 2017 Mercury Thermoplastic Striper Trailer from M-B Companies for the Street Maintenance Division in the amount not to exceed $80,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the purchase of a thermoplastic striper has been approved in the 2017 equipment replacement budget; and
WHEREAS, M-B Companies located at 79 Montgomery Street, Montgomery, PA is the approve manufacturer of this specialized equipment and awarded NJPA contract #113012-MBC; and
WHEREAS, the funds to purchase this thermoplastic trailer are reserved in account 340-4460-431.75-10, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council adopts a resolution authorizing the purchase of a 2017 Mercury Thermoplastic Striper Trailer from M-B Companies for the Street Maintenance Division in the amount not to exceed $80,000.00
