A Resolution Authorizing the Appointment of Martin Lyons as Chief Financial Officer/City Treasurer.
PURPOSE:
To obtain authorization to appoint Martin Lyons as Chief Financial Officer/City Treasurer.
BACKGROUND:
The Chief Financial Officer/City Treasurer position became vacant on March 12, 2017 due to the retirement of Brian Caputo, who previously held the positon. In accordance with the City of Aurora City Ordinance, this position is appointed by the Mayor with the consent of the City Council.
DISCUSSION:
Human Resources advertised and recruited on a variety of website as well as proactively reaching out to individuals that were identified as having exceptional experience and qualifications in the field of Finance. Overall, twenty nine (29) applications were received and five (5) finalists were interviewed.
After a thorough assessment and consideration of his education, skills and experience, Martin Lyons was selected for the position.
Martin Lyons has a Bachelor's Degree in Political Science and a Master's Degree in Business Administration. He has been working in the field of Finance Administration since 1988. Martin has extensive local and governmental experience, most recently working for the City of Evanston as the Assistant City Manager/Chief Financial Officer. His background and working knowledge of economic development, public works and employee benefits makes him uniquely qualified to understanding and supporting city initiatives.

That the City Council authorize the appointment of Martin Lyons as Chief Financial Officer/City Treasurer for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora is in need of a Chief Financial Officer/City Treasurer ; and
WHEREAS, the Mayor has determined that Martin Lyons best meets the qualifications to fill such position; and
WHEREAS, the Mayor has submitted the appointment of Martin Lyons as Chief Financial Officer/City Treasurer and now requests that the City Council confirm such appointment to fill said position.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council hereby confirms the appointment of Martin Lyons to the position of Chief Financial Officer/City Treasurer with an effective date of January 8, 2018, and further
BE IT RESOLVED that the City Council authorizes the Mayor to extend the period in which Chief Financial Officer/City Treasurer shall establish residency within the City beyond the period set forth by Ordinance, if requested.
