SUBJECT:

A resolution authorizing the Director of Purchasing to enter into an agreement with GenServe LLC for preventative maintenance of the City of Aurora's lift station and standby emergency generators.

 

PURPOSE:

The purpose of this resolution is to enter a contract with GenServe LLC to perform preventative maintenance on eight standby emergency generators for the City's Water and Sewer Maintenance Division.

 

BACKGROUND:

The Water and Sewer Maintenance Division operates and maintains four sanitary sewage lift stations and three stormwater pumping stations. To ensure continuous operation of the lift stations during power outages, emergency generators are located at each of the sanitary and storm pumping stations along with a generator located at 649 S. River St..

 

DISCUSSION:

On December 18, 2025 purchasing received three qualified bids for the subject work. GenServe LLC was the lowest bidder for a total first year cost of $21,750. The contract is for one year with the option and upon mutual consent to extend the contract for two additional one-year extensions.

 

$63,000 is contained in the 2026 budget to provide funding for this work in account 510-4063-511.36-67 within the Water and Sewer Fund.

 

 

IMPACT STATEMENT:

This work is needed to protect the health and safety of the City's citizens and to comply with Illinois Environmental Protection Agency Requirements.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora's Water and Sewer Maintenance Division is responsible for operation and maintenance of emergency generators located at seven storm and sanitary lift stations and one generator located at 649 S. River St.; and

 

WHEREAS, on December 18, 2025 purchasing received three qualified bids for the preventative maintenance of the emergency generators; and

 

WHEREAS,  GenServe LLC was the lowest bidder in the amount of Twenty-One Thousand, Seven Hundred Fifty dollars ($21,750) for the subject work; and

 

WHEREAS, the proposed contract is for one year with an option to extend contract for two additional one-year periods; and

 

WHEREAS, the 2026 budget of $63,000 includes funding for this work in account 510-4063-511.38-67 within the Water and Sewer Fund; and

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is authorized to enter into an agreement with GenServe LLC for the preventative maintenance of the Water and Sewer emergency standby generators.
