A Resolution Authorizing the Appointment of Jennifer Stallings as City Clerk.
PURPOSE:
To obtain authorization to appoint Jennifer Stallings as City Clerk.
BACKGROUND:
The City Clerk position became vacant on July 7, 2019. The City Clerk's Office is a department. The City Clerk is appointed by the Mayor with the consent of the City Council.
DISCUSSION:
Human Resources advertised and recruited from multiple City Clerk and municipal websites. 117 applications were received and 6 applicants including internal candidates were interviewed. After thorough assessment and consideration of her education, skills and experience, Jennifer Stallings has been selected for the position.
Jennifer has over 15 years of experience in the field of Law. Jennifer worked as an Assistant States Attorney from 2004-2009. She has practiced private law from 2009-2018. Most recently, she has worked for the City of Aurora since March 2018, serving as the FOIA Specialist in the office of City Clerk.
Jennifer has a Bachelor's degree in Political Science from Northern Illinois University and a Juris Doctor from Northern Illinois University College of Law. Jennifer also resides in Aurora. Her complete resume is attached for your reference.

That the City Council authorize the appointment by the Mayor of Jennifer Stallings as City Clerk for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora is in need of a City Clerk; and
WHEREAS, the Mayor and City Council have determined that Jennifer Stallings best meets the qualifications to fill said position;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Effective upon passage of this resolution, the Mayor is hereby authorized to appoint Jennifer Stallings to the position of City Clerk on or around the date the position she currently holds is backfilled.
