A resolution to award a Contract to Swallow Construction Corporation of 4250 Lacey Road, Downers Grove, IL 60515 for the Sheffer Road & Farnsworth Avenue Water Main Replacement in the amount of $1,999,999.99.
PURPOSE:
The existing 12" water main along Sheffer Road between N. Ohio Street and Farnsworth Avenue and the existing 12" water main along Farnsworth Avenue between Sheffer Road and E. Indian Trail has suffered numerous breaks in the last 10 years. The cost to repair these breaks is high due to the traffic volumes on these roadways and the size of the main. The proposed 12" water main will reduce the number of breaks and increase the reliability of water service in the area.
BACKGROUND:
The Farnsworth Avenue water main has experienced numerous breaks and is steadily being replaced in phases. The water main on Farnsworth Avenue to the north of the Indian Creek was replaced in 2014 and the water main on Farnsworth Avenue south of Sheffer Road is to be replaced in 2017. The breaks not only interrupt water service, but also cause significant damage to the pavement of these streets. Directional boring was bid as an alternate to the project, but the prices were significantly more expensive than traditional open cut installation.
DISCUSSION:
The proposed project will provide reliable water service to the residences, school, housing facility, and businesses along Sheffer Road and Farnsworth Avenue.
Swallow Construction Corporation provided the lowest responsible bid of five (5) bidders with a bid of one million, nine hundred and ninety-nine thousand, nine hundred and ninety-nine dollars and ninety-nine cents ($1,999,999.99). The attached Exhibit A shows the tabulation of the bids received.
This project has funds available in project IC076 account 510-4058-511-7302.
IMPACT STATEMENT:
The portion of the project along Sheffer Road is located in the pavement in front of residential properties, Simmons Middle School, and commercial properties at the east end. The contractor will have restricted hours of construction in front of the school to avoid the start and end of the school day traffic until the school year ends at the beginning of June.
Farnsworth Avenue is considered a major arterial and experiences significant traffic. As a result, the contractor will only be allowed to construct the improvements at the E. Indian Trail and Sheffer Road intersections between 10 p.m. and 5:30 a.m. Similarly, work along Farnsworth between the intersections will be restricted from 10 p.m. to 2:30 p.m. During construction activity, southbound traffic will be reduced to one lane and shifted to the center turn lane.
Arrangements with a construction management consultant are in process for this project. This will reduce the workload burden on the Engineering staff. We do not anticipate any impacts to other departments or staff for this project.
RECOMMENDATIONS:
We request authorization for the Director of Purchasing to enter into an agreement with Swallow Construction Corporation of 4250 Lacey Road, Downers Grove, IL 60515 for the Sheffer Road & Farnsworth Avenue Water Main Replacement in the amount of one million, nine hundred and ninety-nine thousand, nine hundred and ninety-nine dollars and ninety-nine cents ($1,999,999.99).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Swallow Construction Corporation provided the lowest responsible bid of five (5) bidders,
WHEREAS, these sections of the Sheffer Road & Farnsworth Avenue mains are in desperate need of replacement, and
WHEREAS, Project IC076 Account 510-4058-511-7302 has sufficient funds for this project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to enter into an agreement with Swallow Construction Corporation, 4250 Lacey Road, Downers Grove, IL 60515 in the amount of one million, nine hundred and ninety-nine thousand, nine hundred and ninety-nine dollars and ninety-nine cents ($1,999,999.99) for the construction of the Sheffer Road & Farnsworth Avenue Water Main Replacement project.
