BACKGROUND:
The Subject Property is located at northeast corner Liberty Street and Crane Avenue and is currently vacant land with M-1(S) Manufacturing - Limited zoning, which is part of the Scalfaro Special Use Planned Development. Additional information on the legislative history of the property can be found in the attached Property Information Sheet.

Concurrently with this proposal, the Petitioner is requesting a Plan Description Revision to the Special Use Planned Development on the property. The details of the request include modifying the permitted uses to include special purpose recreational institutions. In addition, the Parking and Loading provision will be modified to permit special purpose recreational institutions with no buildings to have a minimum of nine parking spaces.
DISCUSSION:
Staff has reviewed the Final Plan Waiver petition and have sent comments back to the petitioner on those submittals. The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exception of the items mentioned in the Staff Recommendation listed below.
The petitioner anticipates only five to seven club members using the field three times a week, which creates a limited need for parking spaces as well as minimal impact to the surrounding area and roads.
Staff’s comments to the petitioner included relocating the ornamental fence to meet the appropriate setbacks, adding a handicapped parking space, adding a walkway, and reconfiguring the parking lot as well as formatting comments.
