SUBJECT:
The Aurora Puerto Rican Cultural Council is requesting permission to stage the 46th annual Aurora Puerto Rican Heritage Parade on Sunday, July 29th stepping off at 11:30.
PURPOSE:
The parade is part of the annual Puerto Rican Heritage Festival now in its 46th year. The event promotes cultural and civic engagement of the Puerto Rican culture in the City of Aurora and surrounding communities.
BACKGROUND:
The event is coordinated by the APRCC with guidance from the City's Special Event Division. The route being requested is the Benton/Broadway/Downer route with staging on River Street. The parade staging and route mirror that of the City's Memorial Day Parade.
DISCUSSION:
The organizers will submit the parade line-up a week prior and a COI will be provided at least two (2) weeks before the event.
Organizers are responsible for any staging costs as well as all APD costs for the event.
IMPACT STATEMENT:
Assistance from the following City departments/divisions is requested:
Police, Streets, MVPS, Electrical, Downtown Maintenance and Special Events. A detailed request is attached. It also specifies the responsibilities of the event organizers.
RECOMMENDATIONS:
I request the proposed event be forwarded to the Government Operations Committee for review and approval.

A Resolution The Aurora Puerto Rican Cultural Council is requesting permission to stage the 46th annual Heritage Parade on State Route 25, Sunday, July 29, 2018 from 11:30 a.m. to 1:00 p.m.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, said parade will require the closing of State Route 25 between Benton Street and Downer Place; and
WHEREAS, the State of Illinois require the City of Aurora to assume all responsibility and liability involved in the closing of said highway; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that said City of Aurora will assume full responsibility for the direction, protection and regulation of traffic during the time the detour is in effect, and all liabilities for damage of any kind occasioned by the closing of said State Route.
