A Resolution Approving the Final Plat for Lot 1 of Eola Crossing Subdivision, being vacant land located at 2230 S. Eola Road, Aurora, Illinois 60503 (Eola Enterprises, Inc./McDonald's USA, LLC - 14-00646 / WH06/4-14.050-Fsd - ES - Ward 9)
PURPOSE:
The petitioner, Eola Enterprises, Inc./McDonald's USA, LLC, is proposing a Final Plat to subdivide a 2.20 acre commercial lot into two lots.
BACKGROUND:
The petition was referred by the City Council to the Planning & Zoning Division on August 5, 2014. The petition was unanimously moved forward by the Planning Council on September 16, 2014.
DISCUSSION:
McDonald's is proposing to subdivide a 2.20 acre vacant commercial lot at the southeast corner of Eola and Hafenrichter Roads in order to construct a McDonald's Restaurant with drive-thru on the corner 1.13 acre lot, and have a remaining 1.07 acre lot left to the south for a future commercial use, with cross access easements.
IMPACT STATEMENT:
The Planning and Zoning Division would anticipate that this project will increase the City's overall tax base and viability by facilitating investment and development which will offset any incidental Department or staffing impacts.
RECOMMENDATIONS:
Planning Commission would recommend APPROVAL of the Resolution Approving the Final Plat for Lot 1 of Eola Crossing Subdivision, being vacant land located at 2230 S. Eola Road, Aurora, Illinois 60503.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS by petition dated August 5, 2014, Eola Enterprises, Inc. / McDonald's USA, LLC filed with the City of Aurora requesting a Final Plat for Lot 1 of the Eola Crossing Subdivision as described on Exhibit "A" attached hereto; and
WHEREAS, on September 17, 2014, the Aurora Planning Commission reviewed said Final Plat and recommended APPROVAL of said petition; and
WHEREAS, on September 25, 2014, the Planning and Development Committee of the Aurora City Council reviewed said Final Plat and before mentioned recommendations and recommended APPROVAL of said petition; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plat.
BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plat as described on Exhibit "A" along with any dedications deemed necessary by the Aurora City Engineer.
