Requesting approval to adopt the Illinois Emergency Management Mutual Aid System.
PURPOSE:
The Illinois Emergency Management Mutual Aid System (IEMMAS), an agency-based agreement between local governments and IESMA provides for mutual aid to agencies that may need emergency management support in times of disaster or other emergencies overwhelming local jurisdictions. These services are supported by highly trained members of the Emergency Management Assistance Team (EMAT) comprised of North, Central and Southern teams. These teams are equipped with the necessary interoperable communications, information technology equipment and a mobile Emergency Operations Center to augment or stand as temporary Emergency Operations Center, if necessary. All IESMA assets are dispatched and tracked from the association’s 24-hour dispatch center (EM-COM).
This agreement process has been in effect since 2003. Currently there are 94 counties and 54 municipal communities signed on to the agreement. This agreement would allow for Emergency Management personnel and equipment to respond into Aurora if there was a need for assistance. The agreement would provide for the City of Aurora Emergency Management personnel and equipment to assist agencies within the state.

DISCUSSION:
This agreement would allow for Emergency Management personnel and equipment to respond into Aurora if there was a need for assistance. The agreement would provide for the City of Aurora Emergency Management personnel and equipment to assist agencies within the state. There is no cost to be a participating agency in this agreement with the Illinois Emergency Management Mutual Aid System. The benefit of having an agreement to allow for outside agencies to assist the City of Aurora in time of need is the primary benefit to the City of Aurora.
IMPACT STATEMENT:
There are no negative impacts to any agency by the signing of this agreement. There are no costs associated to the signing of this agreement. Any expenses that may be recoverable from third parties shall be equitably be distributed among all responding parties.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

A Resolution authorizing participation as a member in the Illinois Emergency Management Mutual Aid System Response to an intergovernmental agreement by and between the City of Aurora and the Illinois Emergency Services Management Association for the establishment of a mutual aid intergovernmental service agreement.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora has long since, pursuant to Ordinance, established an Emergency management Agency of the City of Aurora pertaining to appropriate functions in the case of an emergency; and
WHEREAS, it is recognized that at any given time emergency situations may occur that are beyond the capacities of the City of Aurora Emergency Management Agency to deal effectively with in terms of personnel, equipment and material resources; and
WHEREAS, in adopting the Illinois Emergency Management Mutual Aid System Intergovernmental Service Agreement the City of Aurora, as one of the Members thereof, hereby expresses its intent to assist a nearby member jurisdiction by assigning as appropriate some of its personnel, equipment, or material resources to the requesting member municipality as situations allow; and
WHEREAS, said Service Agreement is authorized by the Illinois Emergency Management Act Section 3305/13 and pursuant to the Ordinances of the City of Aurora allowing for the participation in various mutual aid agreements; and
WHEREAS, it is in the best interests of the City of Aurora to provide as much as possible for assistance to the residents of the City of Aurora and other Members of said Mutual Aid Service Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows:
Section 1: That the above and foregoing recitals are incorporated as findings of fact in this Resolution.
Section 2: That the City of Aurora, a body politic, may participate as a Member of the Illinois Emergency Management Mutual Aid System pursuant to that certain Mutual Aid Intergovernmental Service Agreement which is attached to this Resolution hereto and incorporated herein and identified as “Exhibit A”.
Section 3: That the Mayor be and is hereby authorized to execute, on behalf of the City of Aurora, said Agreement and that the City of Aurora City Clerk is authorized to attest to said Agreement.
