SUBJECT:

A resolution authorizing the Director of Purchasing to enter into an agreement with Geneva Construction Company of Aurora, IL in the amount of $433,908 for asphalt resurfacing at the Aurora Transportation Center Parking Lot and Parking Lot S downtown.

 

PURPOSE:

To enter into an agreement with Geneva Construction Company of Aurora, IL in the amount of $433,908 for asphalt resurfacing at the Aurora Transportation Center Parking Lot and Parking Lot S downtown.

 

BACKGROUND:

The asphalt driveway and parking lot located between the roundhouse and Post Office drive at the Aurora Transportation Center is showing considerable deterioration (cracking, etc.). As part of standard maintenance of parking lots and drives of this type, the City plans to mill and resurface the top 2 inches of the asphalt pavement, along with proper filling of any potholes (prior to resurfacing), and restriping of the lot and drive.

 

DISCUSSION:

An invitation to bid was published and twelve bids were submitted electronically on April 1, 2026.  Of the twelve bids received, Geneva Construction Company was determined to be the lowest responsible bidder in the total amount of $380,734 (see attached bid tabulation for details). This amount includes a base bid of $310,734 plus a $50,000 allowance for potential work at the north entrance that has not yet been finalized and a $20,000 contingency to address any additional repairs or quantities deemed necessary during construction.  This project was budgeted in 2026 and will be paid using account 530-4433-437.73-20 (CIP C113), which has a current balance of $500,000.

 

In addition to the scope of services described above, the City has also elected to utilize the low unit pricing within this contract to perform a nearly identical (but smaller in scale) scope of services at Parking Lot S, located downtown at the southwest corner of River Street and New York.  Based on the unit pricing provided, the additional cost of this work will be $53,174, which includes an additional $20,000 contingency which will include funds to install and connect a new stormwater catch basin in the lot.  The resurfacing at Lot S was approved as a Decision Package in the 2026 budget, and will be paid using account 520-4030-418-38-05, which has a current balance of $162,727. 

 

The resultant total for both locations is $433,908 (see attached award summary for details). This bid was subject to Local Preference but did not impact the award since the low bidder is local.

 

IMPACT STATEMENT:

The resurfacing of the parking lots will improve the use of the Aurora Transportation Center and Lot S for residents and visitors.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Twelve bids for the Aurora Transportation Center parking lot resurfacing were received; and

 

WHEREAS, the City has also elected to utilize this contract to perform a nearly identical scope of services at Parking Lot S; and

 

WHEREAS, Geneva Construction Company of Aurora, IL was the low bidder in the amount of $433,908, which includes the ATC lot that was bid and the additional work requested at Lot S; and

 

WHEREAS, funding will be provided from account 530-4433-437.73-20 (CIP C113) and

520-4030-418-38-05 for the ATC Lot and Lot S, respectively; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is authorized to enter into an agreement with Geneva Construction Company of Aurora, IL in the amount of $433,908 for asphalt resurfacing at the Aurora Transportation Center Parking Lot and Parking Lot S downtown.
