SUBJECT:

A Resolution Authorizing Execution of a Motor Fuel Tax Resolution Appropriating $1,054,000.00 of Motor Fuel Tax Funds for snow removal operations during the 2017 calendar year.  MFT Section 17-00000-00-GM

PURPOSE:

To appropriate Motor Fuel Tax Funds for the purchase of Sodium Chloride (Rock Salt) and Liquid Calcium Chloride, a pre-wetting agent for the 2017 calendar year.

BACKGROUND:

The City of Aurora has utilized Motor Fuel Tax Funds to pay for the material costs associated with snow and ice control using deicing chemicals.

These chemicals are purchased through the Joint Purchasing Program through the State's Central Management Services Office or DuPage County's Procurement Services Division, establishing competitive unit prices for these chemicals.

DISCUSSION:

To utilize Motor Fuel Tax Funds for the purchase of Sodium Chloride and Liquid Calcium Chloride it is necessary to appropriate sufficient funds by resolution and have this resolution approved by the Illinois Department of Transportation.

The estimated unit cost for Liquid Calcium Chloride is $0.70 per gallon and the estimated unit cost for Road Salt is $ 65.00 per ton delivered to our storage facilities.

Actual Motor Fuel Tax Funds utilized is dependent on the severity of the winter weather.  Any funds appropriated but not expended are returned to the City's unobligated balance.

IMPACT STATEMENT:

Approval of this resolution will provide the City with the necessary materials to perform proper snow and ice control on city streets during the 2017 calendar year.

RECOMMENDATIONS:

Please forward this resolution to the Finance Committee for their review and recommnendation.
