Resolution authorizing the Mayor and City Clerk to approve the Local Agency Agreement for Federal Participation with the State of Illinois and execute the Phase II Engineering Services Agreement with HR Green, Inc. for the Eola Road (Montgomery Road to 87th Street) Project, Section 10-00292-00-WR
PURPOSE:
To authorize the Mayor and City Clerk to execute the Agreements for the Eola Road Reconstruction Project
BACKGROUND:
The Eola Road project will reconstruct the existing 2 lane road from Montgomery Road to 87th Street to a 5 lane cross section with left turn lanes at Ridge Avenue and Dorothy along with intersection improvements at Montgomery and Keating. The roadway will also include new storm sewers, sound barrier wall, sidewalk on the east side, bike path on the west side, street lights and traffic signals at Montgomery Road and 87th Street..
DISCUSSION:
The attached Engineering Agreement from HR Green, Inc. (Exhibit 'B') in the amount not to exceed $492,290.07 provides for design and preparation of detailed plans, special provisions, and cost estimate in accordance with IDOT guidelines. The City will front fund the engineering costs and will be reimbursed a minimum of $240,000 by IDOT on a quarterly basis. Federal funding for this project will be administered through IDOT according to the attached Local Agency Agreement (Exhibit 'A').
IDOT has requested 5 copies of each agreement with original signatures. The 2014 City Budget provides $911,600 for this CIP project # GB053 in account # 340-4460-431.76-56.
IMPACT STATEMENT:
No impact to roadway traffic in this design phase.
RECOMMENDATIONS:
Please forward this resolution to the Finance Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, (there is a need for a Phase II Engineering Services Agreement for the Eola Road Reconstruction Project; and
WHEREAS, there is a need for a Local Agency Funding Agreement with the State of Illinois to provide Federal Funds for Phase II Engineering; and
WHEREAS, the 2014 City Budget provides $911,600 for this CIP project # GB053 in account # 340-4460-431.76-56;)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized to approve the Local Agency Agreement with the State of Illinois as set forth in Exhibit 'A' and execute the Phase II Engineering Agreement with HR Green, Inc. as set forth in Exhibit 'B' for the Eola Road (Montgomery Road to 87th Street) Project.
