SUBJECT:

A resolution authorizing the execution of an Agency Agreement with the State of Illinois Department of Transportation Division of Aeronautics (IDA) for the funding of the Rehabilitate Airfield Signage and Update Pavement Markings Project (ARR4421) 

 

PURPOSE:

To obtain City Council approval to authorize the execution of the Agency Agreement with the Illinois Department of Transportation for the funding of the Rehabilitate Airfield Signage and Update Pavement Markings Project..

 

BACKGROUND:

This project is needed to replace the airfield signage that no longer meets the requirements of the Federal Aviation Administration. This project will also remove and reconfigure non-current pavement markings.  Once completed, the airfield will comply with the most current FAA Advisory Circular AC 150/5340-IL.

 

For various reasons, this project has been bid several times.  It is important to note that the project needs to be awarded to the contractor within 60 days of the June 16 letting. This means that IDA needs a fully executed agreement by August 16, which includes time for processing in Springfield.

 

DISCUSSION:

This project is being funded using Federal FY 2015 Non-Primary Entitlement Funds in the amount of $148,500, State Apportionment Funds (Federal Money) in the amount of $331,500, State Matching Funds in the amount of $26,667 and our Local Match in the amount of $26,667

 

Funds for this project have been set aside in our budget under CIP project number D041 in account no. 504-1810-433.65-34.

 

IMPACT STATEMENT:

This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.

 

RECOMMENDATIONS:

We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and

 

WHEREAS, it is necessary to update the airfield signage and pavement markings to comply with Federal Aviation Administration Advisory Circular AC150/5340-IL; and

 

WHEREAS, the project will be funded under the Airport Improvement Plan at a local cost of 5% of the total estimated project cost of $533,334; and

 

WHEREAS, the City of Aurora's estimated cost is $26,667 and will be paid for out of account No. 504-1810-433.65-34.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to execute the Agency Agreement with the State of Illinois for the Rehabilitate Airfield Signage and Update Pavement Markings Project.
