SUBJECT:

Committee Meeting Times and Locations

 

PURPOSE:

To establish a meeting schedule for the City Council's Committee of the Whole and its standing committees.

 

BACKGROUND:

On May 14, the City Council adopted Ordinance O19-029 that revised the City Council's committee system. That Ordinance provided that the Committee of the Whole and each standing committee shall conduct its regular meetings at the times and in the locations designated by resolution of the City Council.

 

DISCUSSION:

The proposed committee schedule, which was developed in consultation with the prospective chairpersons of the various standing committees, is as follows:

 

- Rules, Administration, and Procedure - 1st and 3rd Tuesdays at 3:30 PM

- Infrastructure and Technology Committee - 2nd and 4th Mondays at 4 PM

- Public Health, Safety, and Transportation Committee - 2nd and 4th Tuesdays at 4 PM

- Building, Zoning, and Economic Development Committee - 2nd and 4th Wednesdays at 4 PM

- Finance Committee - 2nd and 4th Thursdays at 4 PM

 

The Committee of the Whole will continue to meet on the 1st and 3rd Tuesdays at 5 PM.

 

All committees will conduct their regular meetings in Conference Room B on the 5th Floor of City Hall. The design of the room allows staff to expand seating when necessary to accommodate the public, consistent with the requirements of the Open Meetings Act.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, Section 2-122 (b) of the City Code provides that the Committee of the Whole shall conduct its regular meetings at the times and in the locations designated by resolution of the City Council; and

 

WHEREAS, Section 2-125 (b) of the City Code provides that each Standing Committee shall conduct its regular meetings at the times and in the locations designated by resolution of the City Council;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City Council designates the regular meeting times and locations of its committees as set forth in Exhibit A to this Resolution; and further

 

BE IT RESOLVED, that the City Clerk and the Office of the Aldermen shall provide notice to the public and any news medium entitled to notice, the meeting schedule established by this resolution in the manner required by Section 2.02 (a) and Section 2.03 of the Open Meetings Act; and further

 

BE IT RESOLVED, that nothing contained in this Resolution shall limit the discretion of the chairperson of a standing committee to cancel regular meetings of the committee, to convene a regular meeting at a time earlier or later than specified by this Resolution to the extent authorized by the Open Meetings Act as authorized by the City Code; and further;

BE IT RESOLVED, that nothing contained in this Resolution shall restrict the standing committees from conducting special meetings in the manner authorized by the City Code and in compliance with the requirements of the Open Meetings Act.
