SUBJECT:

A resolution authorizing the Director of Procurement to execute the Contract Change Order Request Number 1 with R.C. Wegman Construction Co., 750 Morton Avenue, Aurora, IL 60506 for the construction of replacement Aurora Fire Station #7 in the amount of $26,585.00.

 

PURPOSE:

To increase the Contract by $26,585.00 from the original amount of $4,000,000.00 to a new Contract value of $4,026,585.00.

 

BACKGROUND:

The City of Aurora Public Works department performs annual inspections on portions of the City's sanitary sewer system which includes televising the sanitary sewers in the areas selected.  Reviewing the televising video for the sanitary sewer located in the center of Kenilworth Avenue east of S. Harrison Avenue led to the discovery of a lengthy sag in the sewer that would require the removal and replacement of 104 lineal feet of 8" sewer approximately seven feet deep.  A location map and a Plan & Profile sheet showing the location of the existing sewer and proposed service can be seen as Exhibits A and B.  With Abraham Lincoln Park located across from Fire Station No. 7, it was apparent that the existing 8" sewer requiring repair will only serve the new Fire Station No. 7.  After evaluating several alternatives, it was determined that for approximately the same cost the construction of a new service in the parkway of the Fire Station No. 7 site was a better long term solution than repairing the existing sanitary sewer in the roadway. Following occupancy of the new Fire Station No. 7, the existing 8" sanitary sewer in Kenilworth Avenue east of S. Harrison Avenue will be filled with a controlled low strength material and abandoned as part of a separate contract by the public works department. 

 

DISCUSSION:

The rehabilitation of sanitary sewers is budgeted in 2017 in account number 510-4063-511-73-14.  The sanitary sewer issue was only recently discovered and S&K Excavating & Trucking located at 908 IL Route 71, Newark, IL 60541 was already under contract with R.C. Wegman to perform the earthwork and underground utility improvements associated with the new Aurora Fire Station No. 7.  A quote was requested from S & K Excavating and Trucking due to the new service being located primarily within the limits of the Aurora Fire Station No. 7 site which would eliminate the need for a second contractor to perform underground utility work on the site.  The proposal submitted by S & K Excavating and Trucking was $26,585.00 which can be seen as Exhibit C attached.  This is approximately 4% higher than the engineer's estimate of $25,580 which can be seen as Exhibit D.  This proposal is reasonable based on bid prices received this year for similar work and considering it avoids additional mobilization costs that would be needed to bring in a second contractor to do underground utility work on the site.

 

IMPACT STATEMENT:

There will be some temporary traffic delays or lane closures at the Kenilworth Avenue and S. Harrison Avenue intersection when the new sanitary service is connected to the existing sanitary manhole.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary to execute the Contract Change Order Request Number 1 to the contract with R.C. Wegman Construction Co., 750 Morton Avenue, Aurora, IL 60506 to increase the Contract; and

 

WHEREAS, increasing the Contract by $26,585.00 from the original amount of $4,000,000.00 to a new Contract value of $4,026,585.00 will allow for the payment of a new sanitary service to replace an existing sanitary sewer located in Kenilworth Avenue currently requiring an extensive repair; and

 

WHEREAS, the work was only recently discovered and will provide a better long term maintenance solution for the City of Aurora; and

 

WHEREAS, the rehabilitation of sanitary sewers is budgeted in 2017 in account number 510-4063-511-73-14.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Procurement is hereby authorized to execute Contract Change Order Number 1 with R.C. Wegman Construction Co., 750 Morton Avenue, Aurora, IL 60506 for the construction of replacement Aurora Fire Station #7 in the amount of $26,585.00.
