SUBJECT:

Requesting approval to amend the current contract with Parkmobile USA, Inc., Atlanta, Georgia to extend pay-by-phone option for daily parking to include Route 25 Aurora Transportation Center. 

 

PURPOSE:

To obtain approval to offer the same pay-by-phone service to daily fee parkers at the Route 25 Aurora Transportation Center which is already in place at the Route 59 Train Station.

 

BACKGROUND:

In December 2012 we entered into an agreement with Parkmobile USA to provide pay-by-phone option for daily fee payment at the Route 59 Train Station.  This has been successful at Route 59 Train Station but we were unable to offer the service at that time to the Route 25 Transportation center until the onsite payment machines were updated.  In the fall of 2014 new machines were installed and we would now like to offer this service at this station.

 

DISCUSSION:

This will allow customers the option to pay for their daily fee parking without having stop at the payment machines.  Thus avoiding lines or standing in bad weather to process their payment.  If the customer does not have exact change they will be able to pay without overpaying or not paying at all and potentially getting a ticket.

 

IMPACT STATEMENT:

This will allow daily commuters another option to pay for their parking fee if they don't have correct change or are running late for their train so they can avoid a parking ticket for non-payment.

 

RECOMMENDATIONS:

That approval be given to amend the current contract with Parkmobile USA with the attached amendment.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the city desires to enter into an amended Parking Services Agreement with Parkmobile USA, Inc., Atlanta, Georgia to offer a pay-by-phone option for daily parking at the Route 25 Transportation Center; and :

 

WHEREAS, Parkmobile USA, Inc., is in the business of providing integrated solutions for the management of parking-related matters including providing a system for the payment of street parking by mobile telephone: and

 

WHEREAS, per the terms and conditions of the attached amendment, Parkmobile will amend its current contract to provide service at the Route 25 Transportation Center with the same end user fee of $0.55 cents per transaction convenience fee and will pass the daily parking rate per transaction to the city; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorize the Mayor and City Clerk to execute a First Amendment with Parkmobile USA, Inc., Atlanta, Georgia to extent its service to the Route 25 Transportation Center.
