SUBJECT:
A resolution to award the Fox Valley Center Drive Water Main Replacement project, located in Ward 10, to Fox Excavating, Inc., in the bid amount of $209,835.00.
PURPOSE:
To replace the existing water main in the area which has a history of frequent breaks.
BACKGROUND:
The location of the water main to be replaced can be seen in the attachment, Exhibit A - Location Map. There are a total of 2 water services off the existing water main that will be partially replaced and switched over to the new main. Both water services are copper and will only require a partial replacement to the new Bbox location.
DISCUSSION:
A total of seven bids were received, opened, and reviewed on April 30, 2025. Attached are Exhibits B & C, the posted bid document and the Evaluation Tabulation. Fox Excavating, Inc.'s Submitted Bid can be seen in the attached Exhibit D. The lowest responsible bid received was in the amount of $209,835.00 by Fox Excavating, Inc. This was 13.4% below the Engineer's Estimate of $242,710. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2025 total budgeted amount of $4,150,000.00.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
This project will be within a commercial area. The surrounding businesses will experience minimal disturbances to their day-to-day operations and have been informed of the upcoming project. General impacts to traffic will be kept to a minimum. Water shutdowns during the project will be planned and coordinated with the businesses affected.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Fox Excavating, Inc. in the bid amount of $209,835.00 be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main project will replace a portion of the existing water main which has a recent history of breaks; and
WHEREAS, Fox Excavating, Inc., submitted the lowest responsible bid out of seven bids received, opened and reviewed on April 30, 2025; and
WHEREAS, the water main improvements ($209,835.00) will be funded with account 510-4058-511-73-02 (IC076) which has a 2025 total budgeted amount of $4,150,000.00).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Fox Excavating, Inc., in the bid amount of $209,835.00
