SUBJECT:

Central Fire Station Fuel System Upgrade and Repairs                     

 

PURPOSE:

To ensure that the Central Fire station fuel system remains functional and to standardize the fuel management system for the City fleet.

 

BACKGROUND:

The Aurora Fire Department Central Station, located at 75 N Broadway, Aurora, IL  60505, is equipped with a fuel storage and dispensing station which serves as the primary fuel depot for fire department vehicles and as a backup for other Aurora departments when required.  Approximately 45,000 gallons of motor fuel are distributed annually. 

 

The analog dual fuel dispenser and authorization terminal, installed in 1996, suffer from corrosion and mechanical problems.  The management system software, which collects data integral to fuel usage and vehicle service intervals, is aged and will not interface with the latest fuel management system installed at Central Garage.

 

The concrete pad that covers the underground fuel tanks and houses the tank interstice risers and overfill drop tubes is pitted and cracked. The interstitial sensors that are mounted on top of the underground tanks that warn of fuel leakage have separated from the mounting points.

 

DISCUSSION:

Since the concrete fill pad is in poor condition and portions must be removed to perform repairs, it would be most cost effective to replace the entire pad along with the worn, cracked concrete sections beneath and in front of the fuel dispenser and authorization terminal.

 

In 2019, Stenstrom Petroleum Services Group upgraded the fuel management system located at the City of Aurora Central Garage to a FuelMaster Plus.  Upgrading the central fire station's fuel management system to a FuelMaster would standardize fuel management, allow for network control of both locations, and provide an additional fuel site for the entire City fleet.

 

Stenstrom Petroleum Services Group has proposed to complete the fuel station repairs and upgrades which include the replacement of the concrete tank fill pad, the concrete pads in front of and beneath the dispenser and authorization terminal, the corroded dual fuel dispenser, and to upgrade the fuel management system/authorization terminal to a Syn-Tech FuelMaster Plus for $54,605.00 plus a ten percent (10%) City of Aurora contingency of $5,460.50 for a total of $60,065.50. 

 

Given the technical nature of the project, and to ensure a uniform seamless integration with the existing Central Garage system, it is recommended that Stenstrom Petroleum Services Group be utilized to replace the dual fuel dispenser, upgrade the fuel management system and perform the necessary fuel site repairs at the Aurora Central Fire Station.

 

The fuel management system provided by Stenstrom is being purchased using the Sourcewell Cooperative Program. 

 

A 2020 decision package was approved for this project and funds are available in account:   101-3033-422.38-05, with a total budget of $225,000.

 

Stenstrom Petroleum Services Group has no outstanding debt with the City.

 

IMPACT STATEMENT:

During the repairs and upgrades, Fire Department vehicles will be required to refuel at alternate locations.

 

RECOMMENDATIONS:

That the City Council adopts a resolution authorizing Stenstrom Petroleum Services Group to upgrade and repair the fuel dispensing station at the Aurora Fire Department Central Station.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department Central Station, located at 75 N Broadway, Aurora, IL  60505, is equipped with a fuel storage and dispensing station that requires repairs and upgrades, and

 

WHEREAS, Stenstrom Petroleum Services Group has proposed to complete the necessary fuel station repairs and to upgrade the fuel management system/authorization terminal to a Syn-Tech FuelMaster Plus for $54,605.00, and

 

WHEREAS, Stenstrom Petroleum Services is providing the fuelmaster system per the Sourcewell Cooperative Program, and

 

WHEREAS, A 2020 decision package was approved for this project and funds are available in account 101-3033-422.38-05, and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Purchasing Director is hereby authorized to issue a purchase order to Stenstrom Petroleum Services Group for the repair and upgrade of the fuel dispensing system at the Aurora Central Fire Station for $54,605.00 plus a contingency of $5,460.50.
