Purchase one Caterpillar 430F EX41T backhoe loader from Patten as a sole source for $107,500.00 from Patten for the Water and Sewer Maintenance Division
 
PURPOSE:
The purchase of a new Caterpillar ("CAT") 430F will provide Water and Sewer Maintenance Division ("W&S") the equipment necessary to maintain the City of Aurora's underground water and sewer infrastructure.
 
BACKGROUND:
W&S has four front line and one spare (yard machine) backhoes that are used daily for repair and maintenance of underground water or sewer pipes.  All five backhoes in the W&S fleet are CAT 430 series models. Unit #63-162 is a 1993 CAT 436B that was approved for replacement in the 2014.  This unit exceeds the 15 year replacement criteria for backhoes.
 
DISCUSSION:
Patten is the only CAT dealer in Northern Illinois.  Patten has submitted Quote 108793-01 for an in-stocked 430F EX4IT backhoe loader in the amount of $123,000.00.  This pricing includes a "Governmental Discount" of $50,549.00 which is $6,500.00 lower than the 2014 NJPA discount.  The Patten quote also provides a $15,000.00 trade-in deduction for unit #63-162 making to total purchase price of $107,500.00.
 
Account 510-4063-511-7599 has $158,000.00 reserved to fund a purchase of a new backhoe for W&S.
 
IMPACT STATEMENT:
The purchase of a new CAT backhoe will maintain the W&S backhoe fleet.  Additionally by purchasing a new CAT 430 series backhoe it will assure that all operators are familiar with the bucket and tool controls.
 
RECOMMENDATIONS:
I request approval to make the aforementioned purchase of one Caterpillar 430F EX41T backhoe loader from Patten as a sole source for $107,500.00 for the Water and Sewer Maintenance Division.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, The purchase of a new Caterpillar ("CAT") 430F will provide Water and Sewer Maintenance Division ("W&S") the equipment necessary to maintain the City of Aurora's underground water and sewer infrastructure; and:
 
WHEREAS, All five backhoes in the W&S fleet are CAT 430 series models and Patten is the only CAT dealer in Northern Illinois; and

WHEREAS, Account 510-4063-511-7599 has $158,000.00 reserved to fund a purchase of a new backhoe for W&S
 
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approve the aforementioned purchase of one Caterpillar 430F EX41T backhoe loader from Patten as a sole source for $107,500.00 for the Water and Sewer Maintenance Division and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
