A Resolution to Purchase 5000 Total iPerl Water Meters and SmartPoint Transceiver Units from HD Supply Waterworks, Ltd., Carol Stream, Illinois in the Amount of $570,000.00 as the City Budget Allows for the 2014 Water Meter and Reading Device Change-Out Program.
PURPOSE:
The City conducted a meter and reading device change-out over 10 years ago. The batteries in the Sensus RadioRead Meter Transceiver Units (MXUs) that were installed over 10 years ago are expiring/have expired and there is an urgent need for all older model "meter reading devices" to be replaced with the new SmartPoint reading devices. Also, we are going to need to replace the older model meters with the new iPerl meters because the reading accuracy of the older model meters has deteriorated over the years. As reading accuracy declines, the meters do not measure all usage and amounts due are understated.
BACKGROUND:
The approval of this recommendation will be necessary once the installer is approved for the 2014 Water Meter and Reading Device Change-Out (14-00795).
DISCUSSION:
The cost per SmartPoint Transceiver Unit is $120.00 and is reduced between $10 - $13 based upon trading in of an older model. The cost will not exceed $110.00 each. The cost of 5/8" and 3/4" water meters ranges between $109.00 - $110.00. The SmartPoint Transceiver Unit and the iPerl Meter are proprietary Sensus products. Funding is available in the Water Billing Fund of the 2014 budget and the 2015 anticipated budget, account number 510-2560-511.65-50. HD Supply Waterworks does not have any outstanding debt with the City of Aurora.
IMPACT STATEMENT:
Customer service and satisfaction has been impacted due to the City having to estimate water bills for a minimum of 3-4 billing cycles.
RECOMMENDATIONS:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the SmartPoint transceiver unit is a proprietary device required to wirelessly read the Sensus iPerl water meter; and
WHEREAS, HD Supply Waterworks has submitted a quote in the amount of $120.00 per SmartPoint transceiver unit with a reduction of $10.00 to $13.00 per unit with a trade in of an older model. Pricing for the iPerl water meters was submitted ranging from $109.00 to $110.00; and
WHEREAS, the 2014 budget and the 2015 anticipated budget account 510-2560-511.65-50 (Water Billing Fund) provide $507,000.00 for the 1st phase of the Water Meter Change-Out Program; and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3), HD Supply Waterworks, Ltd., Carol Stream, Illinois is the sole supplier of the desired units; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase of 5000 Total iPerl Water Meters and SmartPoint Transceiver Units from HD Supply Waterworks, Ltd., Carol Stream, Illinois in the Amount of $570,000.00 as the City Budget Allows for the 2014 Water Meter and Reading Device Change-Out Program and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of the same.
