TO:                     Mayor John Laesch

FROM:                     Robert Leible, Superintendent of Water Production

DATE:                     October 12, 2026

SUBJECT:

A resolution authorizing the purchase of a new Articulating Boom Lift for the Water Production Division in the amount of $112,000.00.

PURPOSE:

To obtain City Council authorization for the purchase of a new Articulating Boom Lift from Stevenson Sales & Service, Bolingbrook, IL, in the amount of $112,000.00.

BACKGROUND:

The Water Production Division (WPD) seeks to replace the aging 20+ year old gasoline/propane powered articulating lift with a new, all electric model.  The existing machine requires more maintenance and keeping it operational is generating cost inefficiencies.

DISCUSSION:

This bid solicitation was advertised on August 25, 2026 (Bid No. 26-072) and closed on September 23, 2026, with five bids submitted.  The lowest responsive, responsible bid was submitted by Stevenson Sales & Service.

The new lift is an environmentally friendly electric model.  In addition, the reach capabilities of this model will benefit the WPD maintenance staff with improved accessibility to most areas throughout the treatment plant.  As was the case with the existing lift, the new lift will be available for use by other City divisions upon request.

The current lift has an estimated value of approximately $15,000 and the intent is to make the unit available for resale via auction.

Funding for this purchase was approved via a 2026 Decision Package and is available in budget account 510-4058-511-74-99.  Section 2-408, Local Preference in Purchasing and Contracting did apply to this bid but did not affect the final bid results.  Stevenson Sales & Service is in compliance with the city's Good Standing criteria.

IMPACT STATEMENT:

None.

RECOMMENDATIONS:

Request committee and city council approval of a resolution authorizing the purchase of a new electric articulating boom lift.
