SUBJECT:

 Seeking authority to extend the Harris Public Radio System maintenance contract through 2021.  Payments will continue to be made annually and will reflects an additional 1.5% discount for this five-year term.  Funds will be taken annually from 101-1231-419-38.03

 

PURPOSE:

This five-year extension for our Harris Public Radio System maintenance contract matches the extension that was approved by the Naperville City Council approximately 30 days ago.  The intent of this proposal is to accomplish multiple goals:

1.  Make the maintenance contracts for both cities coterminous

2.  Move the renewal date away from the last part of December

3.  Provide visibility into longer term contract costs.

 

The terms of the original agreement remain unchanged.  This extension allow the City to know ongoing costs for the term of this agreement

 

 

BACKGROUND:

The Harris Public Safety Radio System has performed well as a shared resource for both Naperville and Aurora.  Harris has operated their maintenance facility at 340 Marshall Ave. Aurora, IL since the inception of the contract for our initial system.

 

DISCUSSION:

Funding for this annual renewal will continue to be paid from 101-1231-419-38.03.  Harris currently does not have any outstanding debt to the City.

 

 

IMPACT STATEMENT:

The Harris Radio System is used daily by Aurora Police and Fire Departments as well as a variety of other City Departments.  Streets, Water and Sewer, Electrical etc. .

 

RECOMMENDATIONS:

I would ask the members of the Aurora City Council to authorize the Harris Radio System maintenance contract through 2021"

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Harris Public Safety System went live originally in the fourth quarter of 2008.

 

WHEREAS, this will be paid from 101-1231-419-38.03. 

 

WHEREAS, This extension would make the maintenance contracts coterminous for both Aurora and Naperville, IL.)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a five year extension of the maintenance contract for the Harris Public Safety Radio System through 2021 is hereby approved
