SUBJECT:

A Resolution Approving the Final Plan for Lot 1 and Lot 3 of CLA of Aurora Subdivision, being Vacant Land located at southwest corner of 75th Street and Meadowridge Drive - L16-00180 / NA28/3-15.274-Fsd/Fpn - AM - Ward 8)  

 

PURPOSE:

The Petitioner, Children's Learning Adventure Childcare Centers ("CLA"), is requesting approval of a Final Plan for Lots 1 and 3 of CLA of Aurora Subdivision for a Daycare facility (6310) and related stormwater detention facility.     

 

BACKGROUND:

The Subject Property is located at the south west corner of 75th Street and Meadowridge Drive and is currently vacant with B-2(S) zoning under which a daycare is a permitted use.  The property is part of the Ocean Atlantic Special Use Planned Development annexed into Aurora in 1998.  Additional information on the legislative history of the property can be found in the attached Property Information Sheet. 

 

The details of the proposal include a Daycare facility (6310) on Lot 1 being 5.35 acres, and a storm water management facility on Lot 3 being 1.38 acres.  The owner and operator of the daycare facility will be Children's Learning Adventure ("CLA").   Founded in 2008, and headquartered  in  Phoenix,  Arizona,  CLA  has  25  facilities  open  in  6  states  as  of February 2015, and by year end 2016, CLA will have approximately 60 locations in 10 states.  This Aurora location is on target for being the first facility to open in Illinois.

 

Concurrently with this proposal, the Petitioner is also proposing a Final Plat the details of which include a three lot subdivision being the CLA of Aurora Subdivision.

 

 

DISCUSSION:

Staff has reviewed the Final Plan a petition and have sent comments back to the petitioner on those submittals.  The petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances.    

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

11.0                                          To guide the growth of the City in an orderly and structured manner.

12.0                                          To plan and provide for the growth of the city through the integration of land use                                                                patterns and functions that promotes complementary interactions between                                                                different land use components.

14.1(4)                     To encourage quality site design throughout the City.

  

 

RECOMMENDATIONS:

The Planning Commission would recommend CONDITIONAL APPROVAL of the a Resolution Approving the Final Plan for Lot 1 and Lot 3 of CLA of Aurora Subdivision, being Vacant Land located at southwest corner of 75th Street and Meadowridge Drive, with the following conditions:

1) The Landscape Plan for Lot 1 shall be revised as follows:

  a) That the canopy trees and understory trees along 75th Street should be spread out so as to create a consistent planting disbursement along the entire frontage (including at the right-in-right-out entrance). 

  b) That a minimum of 20 shrubs be planted around each of the proposed monument signs.

2) That the Landscape Plan for Lot 3 shall be revised to closer reflect the plantings shown on the Landscape Plan submitted on March 18, 2016 (attached).

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated February 23, 2016, Children's Learning Adventure Childcare Centers filed with the City of Aurora a petition requesting approval of a Final Plan for Lots 1 and 3 of CLA of Aurora Subdivision for a Daycare facility (6310) and related stormwater detention facility. and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-5”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission on April 6, 2016, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, on April 14, 2016 the Planning and Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and   

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following condition:

 

1) That the Landscape Plan for Lot 3 be revised prior to building permit issuance for Lot 1 with an additional 9 canopy trees, 8 evergreen trees and 4 understory trees be planted in or around the detention pond (outside Lot 1).

 

BE IT FURTHER RESOLVED that the City Council of the City of Aurora hereby adopts the Final Plan and related required documents, subject to Final Engineering approval, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, Exhibit “A-3” Building and Signage Elevations, and Exhibit “A-4” Fire Access Plan along with any dedications deemed necessary by the Aurora City Engineer.
