Resolution to Reject all Bids for the Farnsworth Avenue Water Main Lining Project.

PURPOSE:
To reject all bids for the Farnsworth Avenue Water Main Lining Project.
BACKGROUND:
On January 8, 2014 three (3) bids were received, opened, and publicly read aloud. The low bid submitted was over 20% higher than the engineer's estimate. The Engineering Division revised the plans to allow for an option to directionally drill a new pipe in lieu of lining the existing main.
DISCUSSION:
On February 12, 2014 the City bid the project as a directional drilling project. Upon review of the proposals, the Engineering Division has determined the City will save approximately 15% or $164,000 by installing a new pipe as opposed to lining the existing pipe.
IMPACT STATEMENT:
The rejection of the bids for lining the Farnsworth Avenue water main will save the City of Aurora money.
RECOMMENDATIONS:
We respectfully request this item be forwarded to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Engineering Division has determined it to be in the City's best interest to reject all bids received on January 8, 2014 for the Farnsworth Avenue Water Main Lining Project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor and City Clerk be and are hereby authorized to reject all bids for Farnsworth Avenue Water Main Lining Project as per the Bid Tabulation attached herto as Exhibit "A".
