Resolution to authorize the Director of Purchasing to execute an agreement with Alfred Benesch & Company for the 2015 - 2016 Biennial Bridge Inspection Program and the City Clerk to Sign the associated Motor Fuel Tax Resolution
 
PURPOSE:
To insure public safety, the City of Aurora's bridges are inspected according to the Federal Highway Administration National Bridge Inspection Standards (NBIS).  The inspection data is used by IDOT to allocate funding and resources for rehabilitation projects.  In addition, the Engineering Department utilizes the reports to monitor bridge conditions and plan for bridge maintenance and repairs.
 
BACKGROUND:
The city maintains 30 bridges and this agreement will include all inspection services required by NBIS over the next 2 years for 27 of these bridges.  3 structures (Indian Trail at Indian Creek is on a 4 year inspection cycle, Ohio Street and Sheffer Road bridges will be under construction) will not require inspections during this period.
 
DISCUSSION:
The Engineering Department requested 4 firms to submit their experience and professional qualifications to inspect bridges.  Alfred Benesch of Naperville, IL was determined to be the most qualified firm for this program.  Benesch's rates are reasonable and their agreement will provide 602 man-hours for field inspections and preparing detailed reports of each structure.   The 2015 City Budget provides $29,000.00 for this item in Account 203-4460-431.32-26 (Motor Fuel Tax Fund) and the balance in the 2016 CIP Plan.
 
IMPACT STATEMENT:
It may be necessary to close a bridge for one day to complete an inspection.
 
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, it is necessary and desirable to retain a qualified engineering firm to complete the biennial bridge inspections, and
 
WHEREAS, there is a need for an engineering agreement with Alfred Benesch & Company to complete the inspections for a total cost not to exceed $79,501.83 a copy of which agreement is attached hereto and incorporated herein as Exhibit 'A', and
 
WHEREAS, there is a need to appropriate Motor Fuel Tax funds for this agreement in the amount of $80,000, a copy of which resolution is attached hereto and incorporated herein as Exhibit 'B', and
 
WHEREAS, the 2015 City Budget provides $29,000 for this item in account no. 203-4460-431.32-26 (Motor Fuel Tax Fund) and the balance in the 2016 CIP Plan.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute the Engineering Agreement as set forth in Exhibit 'A' and the City Clerk is hereby authorized to sign the Resolution for Improvement by Municipality Under the Illinois Highway Code as set forth in Exhibit 'B'.
