A resolution awarding Thorne Electric Inc. the low bid of $1,012,099.86 for the Two Way Conversion of New York Street and Galena Boulevard east to existing two configuration.
PURPOSE:
To seek council approval to award Thorne Electric Inc. the low bid of $1,012,099.86 for the Two Way Conversion of New York Street and Galena Boulevard east to existing two configuration
BACKGROUND:
The conversion of various roadways to two way operations has been a discussion within the City for many years. The current project is phase 2 of a multi-phase conversion project. The first phase included converting Benton and Downer Place to two operations from Lake Street to Broadway.
DISCUSSION:
This phase of the City two way conversion will convert New York Street to two way operation from Broadway to Smith Street and include a new signal at Smith Street and New York Street. The section will include one lane in each direction with a two way left turn lane throughout the length of the project with dedicated left turn lanes at major intersections. No parking will be allowed on New York Street.
Galena Boulevard will also be converted to two way operations with one lane in each direction and dedicated left turn lanes at major intersections. Parking will be maintained on Galena Boulevard.
Funding will be provided from both the 2014 and 2015 fiscal year budgets from the following accounts:

IMPACT STATEMENT:
The general public will see a decrease in roadway capacity during certain phases of construction and an increase in delay initially as traffic familiarizes itself with the new two configuration.
RECOMMENDATIONS:
Staff recommends Council award Thorne Electric Inc. the low bid of $1,012,099.86 for the Two Way Conversion of New York Street and Galena Boulevard east to existing two configuration

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City desires to convert various roadways including East New York Street and the eastern portion of Galena Boulevard to two way operations
WHEREAS, the City has conducted two public information sessions for comments from the public
WHEREAS, the approved 2014 City budget and the anticipated approval of the 2015 City budget provides funding in the following account:
340-Cap. Imp. Fund A GC71/GC74 340 4020 418 76 39 $1,013,000.00
