Request to accept Suburban Elevators responsible proposal to update the controls in both Stolp Island Elevators in the amount of $87,000 ($43,500 per elevator).
PURPOSE:
Updating the controls will provide safe and reliable elevators in the parking garage for the citizens of Aurora and people who come to the downtown.
BACKGROUND:
The Stolp Island Elevators have been unreliable and have had the fire department respond multiple times for people being stuck in the elevators. The controls are the original existing controls from when the Stolp Island Parking Garage was built. They are out dated and badly need to be replaced ASAP. Last year we did the hydraulic end, including replacing all of the door hardware on both elevators.
DISCUSSION:
Both Stolp Island Elevators are currently under a maintenance contract with Suburban Elevator. We would recommend that this proposal be awarded to Suburban Elevator to not void the existing contract. If the decision was made to go with another company to update the controls it will void the warranty on the work since Suburban would be the company maintaining it.
Suburban Elevator once awarded the contract will complete the following:
Furnish and install new microprocessor controller.
Furnish and install new tape selector.
Furnish and install new hall buttons.
Furnish and install new car station with emergency phone and light.
Furnish and install new limit switches.
Furnish and install new inspection station.
Furnish and install new car top hatch switch.
Furnish and install new traveling cable and wiring throughout.
Furnish and install car light disconnect switches.
Full load test on elevator, inspect and return to service.
Suburban Elevator will provide all the above mentioned work, labor and material for the cost of $87,000 ($43,500 per elevator). The funds for the total amount of $87,000 is located in account 520-1710-417-38.05 for this project. Suburban Elevator has no outstanding debt with the City of Aurora.
IMPACT STATEMENT:
This project is being coordinated by the Superintendent of Central Services and the division staff. We will do the work on one elevator at a time to minimize the impact on the citizens who utilize the Stolp Island Parking Garage. We will work closely with Downtown Services as they will be required to post all signs informing the public on the status of the elevators during this project.
RECOMMENDATIONS:
I request the approval of Suburban Elevator located in East Dundee, IL, for the elevator control upgrade at the Stolp Island Elevators.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Stolp Island Parking Garage is a 24-hour facility that operates 365 days a year, and is in need of some elevator work; and
WHEREAS, Suburban Elevator is a reputable company that currently holds our existing maintenance contract on the Stolp Island Elevators; and
WHEREAS, this item is paid from account 520-1710-417-38.05.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a contract with Suburban Elevator of East Dundee, IL, to update the Stolp Island Parking Garage Elevator controls per proposal presented is hereby approved, and the Director of Procurement is hereby authorized to sign the necessary orders to implement purchase of same.
