SUBJECT:

A Resolution Authorizing Maintenance Services for River Intake Screen No. 2 for the Water Production Division

 

PURPOSE:

To obtain City Council authorization for Evoqua Water Technologies (Evoqua), Chalfont, PA, to provide necessary field installation services and replacement parts to rehabilitate the subject River Intake travelling screen.

 

BACKGROUND:

The Aurora Water Treatment Plant (WTP) utilizes raw water from both wells and the Fox River.  The raw Fox River water is pumped to the WTP from the River Intake building, 1100 Aurora Ave, which was constructed in 1991.  As part of the initial treatment of the raw Fox River water, fine screening is provided to the raw water to remove large particles (sticks, leaves, etc.) immediately upstream from the river intake pumps.  This is performed to prevent damage to the pumps from the large materials. 

 

The River Intake building has two separate travelling screens which have been in constant operation since 1992 (26 years). As with all mechanical moving equipment, maintenance and replacement of wear parts is necessary to keep the equipment in proper operation.

 

DISCUSSION:

The Water Production Division performs regular routine maintenance on both travelling screens as prescribed by the manufacturer.  While this work has been performed over the life of the units, some of the wear parts have worn to the point where maintenance will no longer be satisfactory for proper operation and the parts must be replaced.  The work to install these replacement parts requires removal of the thirty foot tall total screen units themselves via a large crane and the highly detailed work to install the replacement parts is beyond the capabilities of the WPD maintenance staff.

 

As such, the WPD contacted the original manufacturer of the units, Evoqua, and received an onsite inspection and subsequent list of the required replacement parts to bring the units into proper operating condition.  Also, the manufacturer has a maintenance group that specifically performs the detailed tasks required to remove and install the necessary replacement parts.  The WPD requested and received proposals for both the replacement parts and the labor to install the parts, which are attached.  The WPD is not aware of another supplier of the specific replacement parts and labor to install those parts on the travelling screens other than the original manufacturer Evoqua.

 

Funding for this work was approved as part of a 2017/2018 Decision Package and funding has been provided in account Nos. 510-4058-511-38-01 & 65-01 for repair of one screen in 2017 (work completed in October 2017) and the second screen in 2018 (this request).

 

IMPACT STATEMENT:

If the work is not performed, the continued deterioration of the parts will occur and operation of the screens will carry on to the point where the units no longer operate, jeopardizing the use of raw Fox River water.

 

RECOMMENDATIONS:

That a resolution authorizing award of a sole source purchase order, via City Code section 2-335 (a) (3), to Evoqua in the total amount of $62,200.00 for replacement parts and labor for one travelling screen be approved by the Mayor and City Council.  It is further recommended that this matter be submitted to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, two travelling screens at the River Intake Building have been in constant operation for 26 years and are in need of installation of replacement parts to insure continued satisfactory operation of the units; and

 

WHEREAS, the only known supplier of the replacement parts, and specialized labor to install those parts, is the original equipment supplier, Evoqua Water Technologies, and

 

WHEREAS, the Water Production Division has received proposals from Evoqua to provide both the necessary replacement parts and install those parts for the total price of $62,200.00; and

 

WHEREAS, budgetary funding for this work has been provided in the 2018 City Budget in Account Nos. 510-4058-511-38-01 & 65-01; and

 

WHEREAS, in accordance with City of Aurora Code of Ordinances, Section 2-335 (a) (3), the product or service desired is only provided by one (1) source;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that its Purchasing Director be and is hereby authorized to issue purchase orders with Evoqua Water Technologies for a total amount of $62,200.00 for the procurement of both replacement parts and the labor to install those parts in travelling screen No. 2 at the River Intake building for the Water Production Division.
