A Resolution recommending three new appointments and one reappointment to the Electrical Commission.
 
PURPOSE:
The purpose of this memo is to recommend the appointment of three new members and the reappointment of one current member to the Electrical Commission. Currently, three vacancies exist on the commission and the candidate for reappointment's term expires in February, 2014.
 
BACKGROUND:
The Electrical Commission was established in order to comply with State and local ordinances stating "each municipality which establishes such an electrical inspection department shall also establish an electrical commission, consisting of six members" (65 ILCS 5/Art. 11 Div. 37). The ordinance goes on to specify the makeup of the commission, noting that if there is one position without a qualified candidate, the Mayor is free to appoint a person of a different electrical specialty to that position.
 
The commission currently needs one electrical contractor, a journeyman electrician and a representative of an electricity supply company.  Staff has recommended qualified candidates for the Journeyman and the Contractor positions, but has been unable to secure an electricity supply representative; however, they have identified a candidate with residential contracting and electrical engineering experience, which will be beneficial to the commission.
 
DISCUSSION:
The Building and Permits Division, in partnership with the Mayor's Office, launched a campaign to find local, qualified candidates for the Electrical Commission. Efforts included: a targeted email message to all active Aurora contractors, outreach to the local IBEW and ComEd and a message in the Building and Permits newsletter, which has 3,000 subscribers. The newsletter with the advertisement for candidates was also distributed to all active electrical contractors as well. The campaign was successful in locating qualified candidates for the Journeyman and Contractor position.
 
ComEd was unable to produce a candidate, so staff identified another area of need on the commission, someone with residential and electrical engineering experience. This area of expertise will be beneficial in the coming year, as the Building and Permits Division and the Electrical Commission adjust the local ordinance to account for the application of new technologies in new and existing homes in Aurora.
 
Not all of the candidates reside in Aurora, however, the three new appointees all work for entities based in Aurora. The candidate up for reappointment, Michael Kluber, has been a dedicated member of Boards and Commissions for the City of Aurora since 1994, this year will mark his 20th year of service to the city.   
 
RECOMMENDATIONS:
It is recommended that these appointments, three new appointees and one existing member, be approved.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, it is the Mayor's desire that Shaun Thomas, Marco Martin and Adam Marshall be appointed and Michael Kluber be reappointed to the Electrical Commission; and
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, hereby approve the appointment of Shaun Thomas, Oswego, IL, Marco Martin, Aurora, IL, and Adam Marshall, Oswego, IL and the reappointment of Michael Kluber, Batavia, IL as members of the Electrical Commission.
 
BE IT FURTHER RESOLVED that the terms of Shaun Thomas, Marco Marin, Adam Marshall and Michael Kluber shall expire on December 31, 2016, however, in any event, the appointee shall serve until their respective replacement has been approved by the Council.
