Rejection of the bid from Geneva Construction for the 2014 Downtown Parking Lot Maintenance Program
PURPOSE:
The City of Aurora has 19 asphalt surface parking lots with a total of 2,155 parking spaces that cover an 85,100 square yard area. The Downtown Parking Lot Maintenance Program is intended to repair and maintain these 19 lots in the Central Business District. In addition the plan provides parking lot improvements such as curb replacement or elimination, additional handicap parking according to ADA codes, and pavement markings
BACKGROUND:
This year Wills Burke Kelsey Associates ("WBK") was hired to provide Aurora with a Downtown Parking Lot Inventory and Maintenance Program. WBK utilized the Pavement Surface Evaluation and Rating System to evaluate the existing surface conditions and prioritize the repairs and/or maintenance to the CBD surface parking lots.
WBK and Aurora developed a specification for the 2014 Downtown Parking Lot Maintenance Program that was based on the June 13, 2014 Multi-year Maintenance & Rehabilitation Program & Plan.
DISCUSSION:
Geneva Construction was the only company that bid on the 2014 Downtown Parking Lot Maintenance Program. Their bid of $186,347.52 is over the Engineer's Estimate by $66,847.52. WBK attributed the lack of bids for various reasons and recommended rejecting the lone bid from Geneva Construction and to re-let the project at a later time (see the attached letter).
The $190,000.00 in account 520-4432-337-3805 will be rolled into the 2015 year's budget.
IMPACT STATEMENT:
The rebidding of this project later this year for the 2015 spring construction season should provide the City of Aurora bids that are closer to the Engineer's Estimate.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Geneva Construction was the only company that bid on the 2014 Downtown Parking Lot Maintenance Program, and
WHEREAS, their bid of $186,347.52 is over the Engineer's Estimate by $66,847.52, and
WHEREAS, WBK attributed the lack of bids for various reasons and recommended rejecting the lone bid from Geneva Construction and to re-let the project later this year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: reject the bid from Geneva Construction for the 2014 Downtown Parking Lot Maintenance Program.
