SUBJECT:

A resolution authorizing the purchase and installation of a backup emergency generator, transfer switch, and required wiring for fire station 10 from Frank Marshall Electric Midwest, LLC of Aurora, IL, in the amount of $94,170.00

 

PURPOSE:

To purchase and install a backup emergency generator, transfer switch, and required wiring for fire station 10.

 

BACKGROUND:

In 2014, the city hired Kluber, Inc. to perform to evaluate and make recommendation for emergency stand by generators a t six of the fire stations.  The study confirmed the need to install backup generator in five of the stations and a decision package was approved beginning in 2015 to install one back up generator each year for five years.

 

DISCUSSION:

The Aurora Fire Department is expected to be able to respond to emergency calls for service, including when power to the area has been lost due to storms or other natural or man-made disasters. The department relies on electric power to keep vehicle and equipment charged in the station, communicate with dispatch, and operate overhead doors. An emergency generator would help ensure the department is ready to respond in a timely fashion when needed. Medic 10, Engine 10, and Truck 11 respond to calls from station 10, located at 2390 West Illinois Avenue.

 

Kluber Inc. has generated the required bid documentation and will assist with construction management throughout this project.

A bid specification was developed and published, at a bid opening (18-27) on April 18, 2018, there were six bids submitted. Kluber, Inc. and the Aurora Fire Department evaluated the bids and recommend that we accept the bid from Frank Marshall Electric Midwest, LLC.

 

The engineering services, construction management, generator and associated equipment and work has been budgeted in account 255-3033-422.38-05 (SHAPE fund) in the amount of $122,000.00.

 

IMPACT STATEMENT:

An emergency generator at fire station 10 would help ensure that the citizens and visitors to Aurora are able to get emergency assistance in the most efficient way possible, and continue to serve the city during a power outage.

 

RECOMMENDATIONS:

That the Finance committee approve the engineering services from Kluber, Inc. in the amount of $22,400 and accept the bid from Frank Marshall Electric Midwest, LLC., approve the  purchase and installation of a backup emergency generator, transfer switch and required wiring for the Aurora Fire Department station 10 at a cost of $94,170.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department desires to install a backup emergency generator, transfer switch and required wiring at fire station 10; and

 

WHEREAS, Bid tabulation # 18-27, dated April 18, 2018, identified the lowest responsive bid for the purchase of an backup emergency generator, transfer switch and required wiring as Frank Marshal Electric of Aurora Il.; and

 

WHEREAS, Frank Marshal Electric has the ability to procure and install the generator, transfer switch and required wiring for the Aurora Fire Department.; and

 

WHEREAS, the 2018 City of Aurora Budget shall provide adequate funding for this item in account 255-3033-422.38-05 (SHAPE Fund).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase and installation of a backup emergency generator, transfer switch and required wiring for the Aurora Fire Department and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
