Requesting approval for St. Mary's Church to have a Music Festival as part of their 2014 Summer Festival event to be held on the parish grounds on August 16th and 17th, 2014.
PURPOSE:
St. Mary's Church, located at 430 E. Downer Pl., will be holding their Summer Festival event on Saturday, August 16th and Sunday, August 17th, 2014. As part of this event, St. Mary's Church would like to have live musical entertainment, which requires City Council approval prior to the issuance of a permit. The proposed entertainment includes the Ballet Folklorico Quetzalcoatl, and three (3) bands (Quinta Razon, Los Principes de la Sierra, and Nuevo Terreno) who are donating their performances for the event.
BACKGROUND:
St. Mary's Church has been hosting summer festival events for a number of years. As part of their celebration, and similar to previous years, they will be offering live entertainment. If approved, this would be the third consecutive year a music festival permit would be issued for their summer event. To our knowledge, no police incidents have been reported at this event in the past.
DISCUSSION:
Our office has received a completed application for this event, including a certificate of insurance, event layout, performance bond, and certificates of completion of Crowd Management training courses. St. Therese has also submitted an application for an assembly operational permit, and an inspection of the site will be conducted prior to the event.
As in previous years, the event will take place on parish grounds, at 430 E. Downer Pl. The proposed hours of operation for the Festival are from 9:00 a.m. to 7:00 p.m., with the proposed hours for music and live entertainment being from 3:00 p.m. to 7:00 p.m. on both days.
RECOMMENDATIONS:
It is my recommendation that this item be referred to the Government Operations Committee for their next meeting on July 22, 2014. This will ensure review and passage by the City Council prior to their event.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, St. Mary's Church will be holding their Annual Summer Festival on Saturday, August 16 and Sunday, August 17th, 2014 and has applied for a Music Festival permit in conjunction with their Summer Festival, with music being allowed from 3:00 p.m. until 7:00 p.m.; and
WHEREAS, the organizers of this event have filed all appropriate documentation and paid all applicable fees required for the issuance of said permit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Music Festival permit be issued to St. Mary's Church, 430 E. Downer Pl., for August 16th and 17th, 2014 from 3:00 p.m. until 7:00 p.m.
