A resolution approving an agreement with Global Data Solutions for contracted services.
PURPOSE:
To obtain authorization to enter into an agreement with Global Data Solutions for contracted services
BACKGROUND:
Over the past four years we have contracted with Global Data Solutions for the services of Roopa Anjanappa. Ms. Anjanappa has been heavily involved with our ongoing Bicycle and Pedestrian plan and has been the project engineer on multiple successful bicycle improvement projects. In addition, she has been very involved with the City's traffic modeling of various major changes to the City's traffic network. Ms. Anjanappa continues to work as a consummate professional in tasks provided to her.
DISCUSSION:
The current contract including renewable options ends September 1, 2016. The previous contract remained fixed throughout the life of the contract.
The new Master Service Agreement and Addendum provide an approximate 8% increase over the 2013 agreement and a 2.5% escalation over year two and three of the agreement should it be renewed. The addendum guarantees a pass thru to Ms. Anjanappa of the agreement with regards to her compensation and allows for a pass thru of mileage expenses.
Throughout the life of the contract Global Date Solution will be compensated for Ms. Anjanappa through various CIP accounts and Contracted Services account this includes but is not limited to the following:

The first year of the contract the minimum the City would be invoiced is $78,818 and the max is $83,069.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City desires to enter into an agreements with Global Data Solution for contracted services.
WHEREAS, the need and workload to employ Ms. Anjanappa's specific skill set,
