A resolution to award the Tollview Avenue Water Main Replacement project to Brandt Excavating Inc., 385 E. Hoover St., Morris, IL 60450 located in Ward 1.
PURPOSE:
To replace the 6" water main along Tollview Avenue and the connection to the Farnsworth Avenue water main on the 1167 Farnsworth Avenue property. These two water mains have broken several times in the last 6 months.
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. These two sections of 6" water main on Tollview Avenue and over to Farnsworth Avenue have recently experienced several breaks over the winter which have caused several restaurants to temporarily close while the water main was being repaired. The existing water main was found to be in a fragile condition. Closures of entrances to the businesses and residences will be kept to a minimum during construction. The looped connection of 1167 Farnsworth Avenue will require a water main easement which is being obtained and approved at this time.
DISCUSSION:
Five bids were received, opened, and read aloud on March 13, 2019. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $354,694.07 was submitted by Brandt Excavating Inc. The water main improvements will be funded with account 510-4058-511-73-02 (IC076) which has a 2019 budget amount of $3,300,000.00. Also included as Exhibits B & D are the advertisement for bid and Brandt Excavating Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractor submitted.
IMPACT STATEMENT:
There will be lane closures of Tollview Avenue during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and local residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along Tollview Avenue and the looped connection to Farnsworth Avenue which have a history of breaks;
WHEREAS, Brandt Excavating Inc. submitted the lowest responsible bid out of 5 bids received, opened and read aloud on March 13, 2019;
WHEREAS, the water main improvements have been funded in the 2019 budget within account 510-4058-511-73-02 ($3,300,00.00, IC076).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Brandt Excavating Inc., 385 E. Hoover St., Morris, IL 60450 in the amount of three hundred fifty-four thousand, six hundred ninety-four dollars and seven cents ($354,694.07).
